Utah has over 400 confirmed measles cases and the outbreak is accelerating statewide. Infants under 12 months are not recommended to receive the MMR vaccine and depend entirely on the vaccinated adults around them for protection. Here is a gap most people do not know about: Utah law requires licensed daycares and preschools to document immunization records for enrolled children, but there is no equivalent requirement for child care staff. The adults caring for our unvaccinated infants are not required by state licensing rules to show proof of MMR vaccination. The legal authority to fix this already exists. Utah H.B. 131 (2023) specifically exempts child care programs from the state's ban on employer vaccine mandates. The Utah Division of Licensing and Background Checks (DLBC) can amend child care licensing rules R430-100 and R430-90 without waiting for the legislature. Join me in asking DLBC to act now, through emergency rulemaking, to require child care staff to provide proof of MMR vaccination. As a parent of an infant under 12 months of age who is currently enrolled in a licensed child care program in Utah, my baby is depending on the adults around her and on our Utah health officials to close this gap.   Sign this petition to show our Utah health officials that parents and community members demand this protection for our most vulnerable children.
