Set up an online Complaint Portal for National Commission for Backward Classes (NCBC)

Respected Sir,
This is our kind request to take an initiative immediately to set up a credible, transparent and an active digital online complaint portal for National Commission for Backward Classes (NCBC) which will be accessible to make complaints against the atrocities done against Backward Classes.
Field an RTI (NCFBC/R/E/21/00081) on 2nd February, 2021 to NCBC requested the following details:
1. Regarding the annual reports of NCBC which have not been made available in the NCBC website since the year 2015.
2. Number of complaints handled by NCBC from the past 5 years throughout the country and how much compensation has been paid to the victims?
3.Regarding the online complaint portal for registering complaints. We would like to know if NCBC is planning to set up an online complaint portal after getting the constitutional status?
So, we received the following response from NCBC (Concerned CPIO Bijendra Kumar) on 04th March, 2021.
Reply :-
- The Annual Report up to 2014-15 is available on the Commission's website. The Annual Report 2015-16 has been sent to the Ministry for laying on both houses of the Parliament. After getting approval from the Ministry it will be uploaded on the website of the Commission. Annual Reports 2016–17, 2017–18, 2018–19 and 2019– 2020 are under preparation.
- The National Commission for Backward Classes has received total 4386 complaints till December 2020, after getting constitutional status. Out of which 3174 complaints have been processed. Action is yet to be taken on 931 complaints. A total of 281 complaints has been disposed of. So far the Commission has not given any compensation.
- Correspondence is being made with the Ministry to set up online portal in the Commission regarding complaints/ grievances.
From the RTI reply we observe that approximately 900 cases are still pending with NCBC and the victims or the complainant is still hoping to get justice. The victim or the complainant has no information regarding the status of the complaint that is registered with NCBC.
If any victim wants to make a complaint about the injustice done to them they have to complaint to NCBC through the phone number or email provided in the NCBC Web portal.

It is quite astonishing that a NCBC that has been setup constitutionally for addressing the problems faced by Backward Classes, to advise and guide them for their welfare, has no comprehensive online complaint portal.
Based on the RTI response (NCFBC/R/E/21/00081) “Correspondence is being made with the Ministry to set up online portal in the Commission regarding complaints/ grievances” received from NCBC we made a further follow up with Ministry of Social Justice and Empowerment and Ministry of Electronics and Information Technology.

(As per the information received from the NIC team, the reply to the complaint is as follows: The concerned officer of the Commission has been requested to take action as per the complaint received).
Ministry of Social Justice and Empowerment and Ministry of Electronics and Information Technology through their feedback have directed us to address NCBC regarding the setting up of online complaint portal.
Therefore, we request authorities of NCBC to take an initiative to setup a comprehensive online digital complaint portal for NCBC which is transparent and accountable enough to handle complaints about the violence, injustice and other atrocities done against the backward classes nationwide.
