Safeguarding Australia’s Multicultural Society from Transnational Extremist Mobilization

We, the undersigned members of the Iranian-Australian community and concerned residents of Australia, respectfully submit this petition to the Government and Parliament of Australia to raise concerns regarding emerging patterns of radicalized political mobilization within parts of the Iranian diaspora associated with networks commonly referred to as the “Pahlavi movement.”

Australia’s democratic order is founded upon principles articulated in the Australian Multiculturalism Policy—including equality before the law, mutual respect, social cohesion, and the protection of cultural and religious diversity. These principles have enabled Australia to build one of the most stable and successful multicultural societies in the world.

Within this framework, freedom of political expression is a fundamental democratic right. However, democratic freedoms also carry responsibilities: political advocacy must not undermine the dignity, safety, and rights of others.

Recent developments within segments of the Iranian diaspora have raised concerns among community members and observers about organized networks whose rhetoric and mobilization patterns resemble those historically associated with authoritarian or extremist political movements. Reported patterns include:

 • glorification of authoritarian rule and historical dictatorship

 • public advocacy for foreign military intervention against one’s own country

 • coordinated harassment and intimidation of dissenting voices within diaspora communities

 • inflammatory or dehumanizing rhetoric directed toward religious or cultural groups

 • ideological narratives that normalize hostility, exclusion, or violence in political discourse

These developments raise concerns not merely as political disagreements but as potential challenges to fundamental civic principles: respect for human dignity, peaceful coexistence, and the equal rights of all members of Australia’s diverse society.

Furthermore, media reports and legal proceedings in several countries—including Canada—have drawn attention to violent incidents allegedly involving individuals connected to extremist factions within such networks, including intimidation campaigns and attacks targeting members of diaspora communities and their businesses. While these matters remain subject to legal processes, they highlight the potential risks associated with transnational radicalization and organized intimidation.

Australia has already developed important national frameworks to address such challenges, including the Living Safe Together initiative aimed at preventing radicalization and strengthening community resilience against violent extremism.

In light of these concerns, we respectfully call upon the Government of Australia to:

 1. Conduct a policy review assessing the potential presence and activities of transnational extremist networks operating within diaspora communities in Australia.

 2. Ensure consistent enforcement of Australian laws relating to hate speech, threats, harassment, and incitement to violence whenever credible evidence arises.

 3. Strengthen protections for multicultural communities that may be subjected to intimidation, harassment, or organized hostility.

 4. Examine, where appropriate and within the law, financial and organizational activities to ensure that resources within Australia are not used to support harassment campaigns, extremist mobilization, or coordinated intimidation.

 5. Engage with community leaders, civil society organizations, and academic experts to develop informed, rights-based approaches that protect both public safety and democratic freedoms.

Our Commitment

This petition does not seek to restrict legitimate political expression or peaceful advocacy. Open debate and diversity of opinion are essential to any healthy democracy.

However, when organized movements promote intimidation, normalize violence, or undermine the dignity and security of communities, democratic institutions have both the authority and the responsibility to respond within the framework of law.

Guided by principles consistent with a rights-centered civic ethos—one that affirms the dignity and equal rights of every human being—we respectfully urge the Government of Australia to safeguard the pluralism, security, and rule of law that define Australia’s multicultural democracy.
