PETITION TO BAN DOG AND CAT BREEDING UNTIL THE CRISIS IS UNDER CONTROL
To the United States Congress, State Legislatures, and Local Governments:
Across the United States, shelters are overflowing, rescues are full, and dogs and cats are being euthanized every single day simply because there are too many and not enough homes. At the same time, irresponsible breeding, backyard litters, and neglect continue to add to an already overwhelming crisis.
This must stop.
We, the undersigned, demand meaningful, national action.

1. TEMPORARY NATIONAL BAN ON DOG & CAT BREEDING
Until shelter overcrowding and euthanasia rates are under control:
All commercial and backyard breeding of dogs and cats must be temporarily banned nationwide.
Only accredited service dog programs or medical-necessity exceptions may apply—no profit-based breeding whatsoever.
Penalties for violating the breeding ban:
1st offense: $10,000 fine
2nd offense: $20,000 fine
3rd offense: Permanent ban from animal ownership and mandatory jail time

2. HARSH PUNISHMENT FOR ABUSE, NEGLECT, AND DUMPING
Dogs and cats are living beings that feel pain, fear, love, and loyalty. Abuse and abandonment should be treated as serious crimes.

Heavy fines and jail time for repeat offenders

This registry must be publicly searchable so:

Offenders can never adopt or purchase pets again
Law enforcement can track repeat offenders

We demand the U.S. transition to:
No-kill shelters for dogs and cats
Euthanasia only for animals that are truly suffering or a danger that cannot be rehabilitated
Increased state and federal funding for shelter staff, space, and community outreach
No healthy or treatable dog or cat should be killed simply because of lack of space.

To stop the overpopulation cycle, every state must provide:
Free or low-cost spay/neuter services
Mobile clinics for rural or low-income areas
