🚨Humanity at Risk–Regulate AI: The First Global Petition Aligned with the Popes’ Warnings
The Issue
🚨 Humanity at Risk — The First Global Petition Echoing the Warnings of His Holiness Pope Francis & His Holiness Pope Leo XIV on AI. The PRAIDE Act Calls for Regulation Before Societal Collapse.
Preface: Moral Voices on AI
Before we begin this urgent petition, it’s important to recognize that global spiritual leaders are already warning us about the dangers of unregulated Artificial Intelligence:
Pope Francis (Davos, January 2025): He warned AI could worsen a global “crisis of truth,” and insisted that “human dignity must never be violated for the sake of efficiency,” urging governments and businesses to exercise due diligence and vigilance.

Subject: Humanity at Risk — Immediate Global Action Needed to Regulate Artificial Intelligence and Prevent Societal Collapse
Introducing: Progressive Payroll Responsibility, AI Accountability & Digital Ethics Act for Human Dignity and Livelihood Protection (PRAIDE Act)
We stand at the edge of a massive change, driven by Artificial Intelligence (AI). This isn't just about new technology; it's the most important test of our ability to control our own future. AI promises incredible advancements, but if left unchecked, it will cause a breakdown of society and economy, destroying the very foundations of human life.
In the race to build ever more powerful weapons, humanity accidentally unleashed the most devastating force it had ever encountered — the atomic bomb. It wasn’t intended to end humanity, but it nearly did. When the bombs fell on Hiroshima and Nagasaki in 1945, cities were erased, generations were scarred, and the world witnessed destruction beyond imagination. One scientific breakthrough triggered an irreversible arms race and left a moral wound that still haunts us. Today, we are repeating the same mistake — but this time in digital form. In our pursuit of faster, smarter, more profitable technologies, we are blindly building digital bombs: unregulated, unaccountable systems with the power to erode truth, replace workers, dismantle trust, and destabilize entire civilizations. These are the assassins of intelligence — shaped not by conscience, but by code. And unlike the atomic bomb, this time the detonation won’t be confined to a single city. It could unravel the very fabric of human experience — socially, morally, economically, and spiritually. We made one irreversible mistake with the atomic bomb. Let’s not make another with Artificial Intelligence. This time, we must act — before the detonation.
Mass Layoffs are already happening at a fast and alarming rate across many industries worldwide, signaling that we are extremely close to a social and economic disaster — a tipping point beyond which exclusion and widespread despair will become unavoidable unless urgent action is taken.
As the global population rises and AI-driven automation rapidly displaces human workers, we are hurtling toward a catastrophic crisis. Every month, millions more young people enter the workforce, filled with hope—only to discover that the jobs they trained for no longer exist. AI is erasing the very opportunities they need to survive.
This is no longer just an economic challenge. It’s a brewing humanitarian disaster. If governments fail to intervene now, they will soon face the unbearable consequences: billions of jobless, hungry, and disillusioned citizens, stripped of purpose and pushed to the edge. And this is not some distant warning. It’s already happening—quietly, quickly, and relentlessly—before our eyes. Without bold, immediate action, the world will collapse into a level of chaos and instability that no government is prepared to handle.
Over the past several decades, technology has brought many conveniences and benefits, but it has also steadily eroded the very human connections that form the foundation of our society. People have become increasingly isolated, obsessed with screens and automation, losing touch with empathy, sensitivity, and genuine emotional interaction. This ongoing depletion of human connection has already strained social bonds and well-being. AI, however, is far more powerful and dangerous than previous technologies — threatening not only jobs and economies but the very essence of what makes us human: our ability to relate, care, and connect.
Think of AI like a kitchen knife: the same knife you use daily can safely prepare your meals, but if used carelessly, it can cause serious harm. AI is a powerful tool that needs to be handled responsibly and with extreme care.
This unchecked path leads us to what we call 'Assassinating Intelligence.' This term isn't about literal killing, but it's a strong metaphor for the deliberate destruction of human intelligence, creativity, and livelihoods. Today, AI is often used to replace people instead of empowering them. Jobs are being lost at an alarming rate, not just through innovation, but because companies use AI to cut costs, often without any thought for ethics. Unregulated AI is slowly taking away the value of human thinking, unique expression, and even emotional intelligence. 'Assassinating Intelligence' is a powerful way to show the silent, yet devastating, loss of human contribution in this age of machines.
The misuse of AI is no longer theoretical — it has already begun. We are witnessing fabricated messages, including fake tweets, cloned voiceovers, and AI-generated videos that perfectly mimic the words, tone, and appearance of presidents, prime ministers, and world leaders. These deepfakes are so realistic that most citizens cannot tell the difference. The public is now left questioning: “Did our leader really say this, or is it an AI fabrication?”
We have already seen AI-generated videos showing fictional meetings inside national offices — including the White House — falsely portraying conversations, conflicts, or decisions that never occurred. These are not harmless internet tricks. They are a direct threat to national trust, political stability, and democratic integrity.
And this, respectfully, is just the beginning.
If such powerful manipulation is already occurring at the highest levels, one must ask: what will the coming months and years bring if we don’t intervene? The floodgates have opened. If we do not act now, this technology will evolve rapidly and spread faster than any epidemic — infecting not just information, but belief itself.
I urge you: stop this before it spreads further. This is our moment to lead — not just with regulation, but with clarity, courage, and conscience.
Unlike the singular, tangible threat of nuclear weapons, which, once created, largely remained dormant as a deterrent, AI is an invisible, pervasive force. It is actively, daily, and relentlessly reshaping every aspect of our lives: our jobs, our economies, our social structures, and our very sense of self. Its velocity of change far exceeds the glacial pace of traditional legislative processes, making immediate intervention not just advisable, but absolutely critical.
The Dire Consequences of Unregulated AI:
Mass Global Unemployment and Poverty: Many experts and informed observers believe that AI-driven automation could eliminate or significantly alter more than half of today’s jobs, with the possibility of this number increasing if immediate measures aren’t implemented. . This will lead to widespread unemployment, hunger, and despair across the globe. This isn't a future problem; it's already beginning. Entire industries could vanish, leaving billions without means to sustain themselves or their families.
Deep Social Divisions: The resulting, grotesque inequality will consolidate unimaginable wealth and power into the hands of a microscopic elite, leaving the vast majority of humanity dispossessed, hopeless, and fundamentally disenfranchised. This stark division will create a two-tiered society, fracturing the social contract and destroying any sense of shared prosperity.
Complete Societal Collapse: We can expect widespread social unrest, violent protests, and political chaos. This will destroy national security, break down democracies, and cause conflicts we can barely imagine. The very notion of a stable, functioning society will be replaced by widespread chaos and desperation.
Justice System Failure: Our courts will be overwhelmed by AI-generated fake evidence and highly complex cases, making it impossible to find truth and eroding public trust in the law. The ability to discern truth from sophisticated AI deception will become nearly impossible, rendering justice meaningless.
Overwhelmed Healthcare Systems: The escalating mental health crises born from mass unemployment and profound poverty will utterly overwhelm healthcare systems, leading to a humanitarian crisis on an unprecedented scale. Chronic stress, lack of access to basic necessities, and a pervasive sense of hopelessness will lead to a surge in physical and mental ailments.
Financial Chaos: Global financial systems will become exquisitely vulnerable to sophisticated AI-enabled cybercrime, manipulation, and catastrophic algorithmic failures, threatening total economic meltdown. Unpredictable market swings and digital thefts on an unprecedented scale could wipe out savings and destroy economic trust.
Rise of AI-Driven Online Scams: A Global Threat to Trust and Safety: The rapid evolution of generative AI has opened the floodgates to an entirely new class of online scams—more intelligent, more deceptive, and more dangerous than anything we’ve faced before. From hyper-realistic deepfake phone calls to fake investment platforms and phishing scams generated by AI language models, people are being defrauded on a massive scale across the globe. AI can now mimic human voices, replicate handwriting, and generate convincing fake websites within minutes.
These scams are no longer run by amateurs—they are automated, scalable, and difficult to trace. AI is giving cybercriminals an unprecedented arsenal to exploit human vulnerability, particularly the elderly, the less digitally literate, and people in financial distress. The emotional and economic damage is immeasurable.
If left unchecked, these AI-driven frauds will undermine public trust in digital systems, financial institutions, and even governments. Just as we regulate financial markets and consumer protections, we must now urgently develop AI-specific cybersecurity frameworks to identify, prevent, and penalize digital crimes committed through artificial intelligence
Loss of Human Learning and Creativity: The profound nuances of human mentorship, critical thought, and genuine creativity will be supplanted by cold, impersonal algorithms, leading to a precipitous decline in educational quality and intellectual autonomy. Future generations may lose the capacity for deep thought, empathy, and innovation, becoming mere extensions of AI systems.
Collapse of the Tax Base: A Ticking Time Bomb for Governments and the Wealthy Alike: And when the majority of the population is jobless, governments will no longer have a sustainable tax base. With 99% of people stripped of income, public revenues will vanish. No taxes mean no public infrastructure, no social safety nets, no functioning state. Even the 1% who hold wealth will not be safe — because the entire economy will collapse under the weight of its own imbalance. You cannot have national stability without mass livelihood. The fall of income equality is the fall of civil society — and eventually, of markets, currency, and rule of law itself.
World Advancing Without Joy: Despite the breakthroughs in artificial intelligence, digital communication, and industrial innovation, human life is becoming increasingly hollow. We've created faster systems, smarter machines, and more data — but we've lost something essential: the ability to feel joy, to find peace, and to experience true connection.
In recent decades, global happiness, life satisfaction, and emotional well-being have steadily declined. Anxiety, depression, and emotional isolation are rising — not because we lack progress, but because our progress lacks balance.
We are witnessing a civilization that is advancing without fulfillment. The more we automate, the more we disconnect. The more we digitize, the less we empathize. We’ve optimized output but forgotten meaning. And we’ve gained intelligence — but lost wisdom.
“What good is progress, if people feel more alone, more anxious, and less alive than ever before?”
This section calls on every individual and profession to help reverse this loss — before it becomes irreversible
Our Urgent, Unyielding Call to Action:
Just as responsible governments impose speed limits on vehicles to safeguard lives, AI must be reined in with stringent, enforceable limits on its deployment speed and societal impact. We demand, with every fiber of our collective being:
- Immediate, Binding AI Regulation Legislation: Draft, introduce, and unequivocally pass legislation now that enforces truly ethical AI development. This legislation must mandate corporations to commit 30–50% of their revenue directly to human payroll, ensuring that the benefits of automation are shared broadly and that human labor remains a valued component of economic activity. Furthermore, it must impose strict, non-negotiable restrictions on reckless, human-replacing automation that does not demonstrably serve the greater good.
2. A Progressive Payroll Responsibility Tax System: Implement a revolutionary tax system designed to align corporate incentive with human well-being. This framework will directly reward companies that invest in their human workforce and penalize those that prioritize automation at the expense of societal stability:
Companies dedicating 50% or more of their revenue to payroll will receive significant, incentivizing tax benefits, rewarding their commitment to sustaining human employment and fostering a robust middle class.
Companies investing less than 30% of their revenue in payroll must face punitive, escalating tax penalties, proportional to their deliberate shortfall in human investment. This ensures accountability for the societal costs of unchecked automation.
Those between 30% and 50% payroll investment will face graduated tax adjustments, providing a clear, unavoidable imperative for corporate responsibility and a strong incentive to move towards greater human employment.
This policy is not merely economic; it is the critical firewall against AI-driven societal collapse and a crucial mechanism for maintaining social stability, preventing widespread destitution, and funding essential public services for all citizens.
This is why we urge the immediate adoption and implementation of the Progressive Payroll Responsibility, AI Accountability & Digital Ethics Act for Human Dignity and Livelihood Protection (PRAIDE Act).
Companies can use AI to improve their operations, but not by cutting human jobs. To keep society stable, businesses must pay their employees fairly—whether the work is done by people or machines. That’s why companies must spend at least 30% of their revenue on payroll, and this amount could rise to 50–80% depending on the business type.
Governments and regulators must not tolerate social unrest, system collapse, mass unemployment, or the destruction of humanity in the name of AI progress. We cannot keep giving benefits to just 1% of people while ignoring the 99%. After all, it is the 99% who vote and form governments — not the 1%. There must be balance — and that is the government’s responsibility: to restore and maintain balance in society, the country, and everywhere. This is a solemn duty, one for which we have all taken an oath.
3. Establish Robust National AI Regulatory Authorities: Create powerful, independent national bodies armed with full enforcement powers to oversee AI development, deployment, and compliance. These authorities must have the mandate and resources to audit AI systems, halt unethical applications, and impose severe penalties for non-compliance, ensuring that AI development serves public interest, not just private profit.
4. Establish an International Governance Framework for AI Accountability
To effectively confront the escalating threat of AI misuse, action must extend beyond borders and symbolism. The creation of an independent Global Judicial Authority on AI Misuse is essential — a court empowered to investigate and prosecute cases involving AI-generated deepfakes, impersonation, fabricated media, falsified maps, and other forms of digital deception.
This court would operate under a Universal Code for Ethical AI Use, developed in partnership with international legal experts, human rights organizations, and technology regulators. At the same time, each country should establish its own national AI courts and enforcement agencies, responsible for local cases and aligned with the global framework.
Complementing this judicial structure, a dedicated International AI Ethics Council and AI Enforcement Authority should be formed — modeled on Interpol and the EDPB — to monitor violations, coordinate cross-border enforcement, and issue global alerts. These bodies must be established through multilateral legal agreements and function independently from political summits or temporary global forums.
This is not just about regulation — it is about preserving truth, trust, and justice in the digital age. As the world once united to create courts for war crimes and human rights, we must now establish enduring institutions to protect humanity from digital crimes against reality itself.
5. Convene an Emergency Global AI Summit:
Within a maximum of 6 months, convene an urgent, decisive Global AI Summit to forge unified international AI governance frameworks and ethical standards that protect all of humanity. The borderless nature of AI requires a coordinated global response to prevent regulatory arbitrage and a race to the bottom in ethical standards.
6. Guarantee Citizens' Rights to AI Transparency and Accountability:
Legislate absolute rights for citizens to transparently understand, challenge, and seek redress for any AI decision that impacts their lives, livelihoods, or fundamental freedoms. This includes the right to know when an AI is making a decision about them, how it reaches that decision, and the ability to appeal or override an unfair automated outcome.
The Stark, Terrifying Truth:
Without immediate, decisive intervention, a minuscule elite—less than 1% of the global population—will wallow in unparalleled health, wealth, and security. The remaining 99% of humanity will be abandoned to a desperate existence of hopelessness, chronic joblessness, endemic hunger, and spiraling social chaos. This profound and unconscionable division will tear societies apart, breed unimaginable violence, and plunge the world into an era of unprecedented suffering. This is not a future we can afford to gamble with; it is an outcome we must prevent at all costs.
Your leadership, dear leaders, is the last bastion against this impending cataclysm. The future of humanity rests in your hands.
Act now, with unparalleled courage and conviction, to steer AI towards augmenting humanity, not annihilating it. Your legacy, and indeed humanity's very survival, depends on it.
Leaders of the world—your courage, clarity, and action are the last line of defense. Guide AI to uplift humanity, not erase it.
History will remember what you choose to do today.

Subject: Humanity at Risk — Immediate Global Action Needed to Regulate Artificial Intelligence and Prevent Societal Collapse
