Daily we see news stories about horrific abuses toward animals. Presently, the guilty can be punished with fines and/or jail time, but are frequently given little more than a "slap on the wrist." There is nothing in place to prevent these monsters from obtaining more animals and repeating their horrific crimes. This needs to change!
