The Governor and State lawmakers promised Mandate relief with the passage of a cap on the annual incremental property tax rate, but it hasn't yet materialized. New York has the highest property taxes due to its largest-in-the-nation Medicaid program, and removing county taxpayers from the State's burdensome Mandates by implementing an 8-year takeover of costs counties now bear, is the single most important thing the State Legislature can do to lower property tax rates for New Yorkers. They can do this by immediately passing S5889 and A8644. 

Alternately, State lawmakers can pass A2285 and S1813, an "opt out bill" which will allow counties to determine what benefits they will provide.
