The Issue

Linwood is in the heart of an area that has already been designated by several organizations as being ideal for trail connections, wildlife corridors, and unique ecological areas. Educational enhancement of Boot Lake SNA will greatly benefit Linwood inhabitants as well as its surrounding communities. The Linwood Park and Recreation (LPR) Committees in conjunction with the Minnesota Department of Natural Resources (DNR) has agreed to a mutually beneficial arrangement with the primary goal as follows:

1. Interpretive signage in the form of an upgraded Kiosk, which may also include a brochure
2. Educational programs as possible
3. Access improvements
4. Wildlife house establishment and maintenance as appropriate
5. Temporary blinds to minimize disturbance during wildlife observation
6. Removal of invasive species

Per Commissioner’s Order No. 122 Boot Lake SNA was designated a unit “open to the public for nature observation and general education and research activities.” More specifically, MS 86A.05 states that Boot Lake SNA shall be open to: (1) “programs conducted by qualified scientists and college graduate and postgraduate students”, (2) “primary, secondary, and college undergraduate programs”, and (3) “interpretive programs open to the general public”. Given the proximity to public areas, nature programs, and interpretive signage at Cedar Creek NHA (University of Minnesota and Anoka Ramsey Community College), Linwood School Forest (Linwood Elementary and Wargo Nature Center), Windswept Prairie Educational Area (DNR and Anoka Ramsey Community College) Boot Lake SNA educational opportunities are a natural and beneficial linkage to these and other community opportunities. Thus, the Linwood Park and Recreation Board will work closely with the aforementioned governing bodies for amenable objectives.
