私たちは、筑波大学の永田恭介学長に、パレスチナ連帯の声明を出すよう要求します。(We demand that the President of the University of Tsukuba, Kyosuke Nagata, issue a statement of solidarity with Palestine.)

パレスチナはこれまで76年間イスラエルの軍事占領下にありました。ガザ地区は「世界最大の監獄」「天井のない監獄」と呼ばれ、パレスチナの人々は、ヨルダン川西岸地区も含めてイスラエルのアパルトヘイト政策によって住む場所を制限され、爆撃によって町を破壊され、土地を奪われてきました。2023年10月以降はイスラエル軍によるガザ地区への大規模な非人道的攻撃が続いています。数万人にのぼる民間人が殺害され、ガザ地区の大多数の人々は、もともと住んでいた土地を追われ、飢餓や水不足、猛暑や不衛生な環境に苦しめられています。また、西岸地区への攻撃も並行しておこなわれており、多数の犠牲者が出ています。さらに、イスラエル軍は病院や学校も繰り返し攻撃しており、ガザ地区の医療体制や教育体制は危機に瀕しています。イスラエルはパレスチナ人を実験台として武器の性能を試すなど、パレスチナを軍事実験場として扱いながら、パレスチナの生命すべてを根絶やしにする勢いで攻撃し、人々を拷問しています。これはジェノサイド、大量虐殺以外のなにものでもありません。
こうした状況を踏まえ、私たちは、6月11日に永田恭介学長へ以下のような公開質問状を送りました。

筑波大学はロシアのウクライナ侵攻が始まった翌3月に声明を出し、ウクライナ支援の意志を見せました。その一方で同大学は、イスラエルによる今回のガザ侵攻が始まり、パレスチナの人々が虐殺され続けて10か月が経った現在においてもなお、かたくなにパレスチナを支援することを拒んでいます。片方にはすぐさま支援を表明し、もう片方には沈黙を貫くというこうしたダブルスタンダードな振る舞いは、イスラエルによる虐殺の継続という現状の是認であると言えるでしょう。パレスチナの人々、そしてそこに住む生きものは、とても残酷な方法で日々、生命を奪われ続けています。なぜ筑波大学、そして永田恭介学長はこの事態を無視し続けるのでしょうか。
第二次世界大戦で原爆の悲惨を経験した地にある広島大学と長崎大学はいずれも2023年11月9日に学長名で停戦を求める声明を公表しています。これらの大学に続く形で、筑波大学も声明を出してください。その際、中立を装い「戦争」という言葉で現状を表すのではなく、ジェノサイドであることをはっきりと述べてください。筑波大学はただちにパレスチナで起きていることをジェノサイドであると認め、パレスチナに連帯する声明を出してください。

We demand that the President of the University of Tsukuba, Kyosuke Nagata, issue a statement of solidarity with Palestine.
Palestine has been under Israeli military occupation for 76 years. The Gaza Strip has been called “the world's biggest prison” and “a prison without ceilings,” and the Palestinian people, including those in the West Bank, have been restricted the places for living by Israel’s apartheid policy, have their towns destroyed by bombing, and have their land stolen. Since October 2023, Israeli forces have been carrying out massive inhumane attacks on the Gaza Strip. Tens of thousands of civilians have been killed and the majority of the Gaza Strip population has been displaced from their original homes, suffering from hunger, water shortages, intense heat, and unsanitary conditions. Attacks on the West Bank also have produced numerous casualties. In addition, Israeli forces have repeatedly attacked hospitals and schools, putting the Gaza Strip’s medical and educational systems at risk. Israel treats Palestine as a military testing ground and attacks and tortures Palestinians with the intent to exterminate all Palestinian life. This is nothing but genocide.
In light of this situation, we sent the following open letter of inquiry to President Kyosuke Nagata on June 11.

1. Please indicate your awareness of the Israeli military attack and the devastation in Palestine and indicate whether you plan to make a statement.
2.On campus, there is a Starbucks, which is subject to BDS. Please disclose the relationship between Starbucks and Tsukuba University.
3. Now (June 11), the University of Tsukuba is still planning to co-host an event with Tel Aviv University in Israel. Please explain the background of this event and the relationship between the University of Tsukuba and Tel Aviv University.
4.Please indicate whether you have a plan to provide Palestinian students with the same assistance as you provided to Ukrainian students.
5. In a statement protesting the invasion of Ukraine, the University of Tsukuba publicly stated that we “consider the values of academic freedom and freedom of speech to be supreme,” while at the same time calling for the expulsion of students for their activities expressing solidarity with Palestine, citing as its basis the statement in the “Student Handbook 2024” which says “The basic policy of the University of Tsukuba is that specific political activities with political objectives on campus are not permitted. Please explain how this statement is consistent with your earlier statement.
6. Article 19 of the Universal Declaration of Human Rights states that “Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.” Please show the consistency between the provision restricting “specific political activities” at the University of Tsukuba and the “right to freedom of expression” guaranteed in the Constitution of Japan and the Universal Declaration of Human Rights.
However, we couldn’t receive a response by the July 5 deadline.
The University of Tsukuba issued a statement in March, the month after Russia's invasion of Ukraine began, expressing its support for Ukraine. On the other hand, Tsukuba University refuses to support Palestine even 10 months have passed since the Israeli invasion of Gaza began and the Palestinian people have been massacred. This double-standard behavior of immediate support for one side and silence on the other is an endorsement of the status quo and the continuation of the Israeli genocide. The Palestinian people and the creatures that live there are being deprived of their lives in a very cruel way, day after day. Why does the University of Tsukuba and its President Kyosuke Nagata continue to ignore this situation?
Hiroshima University and Nagasaki University, both located in places that experienced the horrors of the atomic bombings in World War II, have issued statements calling for a ceasefire in the name of their presidents on November 9, 2023. Following in the footsteps of these universities, the University of Tsukuba should also issue a statement. In doing so, please do not use the word “war” to describe the current situation under the guise of neutrality, but clearly state that it is genocide. Tsukuba University should immediately recognize what is happening in Palestine as genocide and issue a statement of solidarity with Palestine.
