高知県土佐清水市は、四国でも最西端に位置し、
南国の太陽と青い空、滴る緑と恵み豊かな海が残り
土佐清水市のほとんどがスッポリと
「足摺宇和海国立公園」の中に属しています。

その中でも、土佐清水の玄関口にある
「大岐の浜」は白い砂浜、青々とした緑豊かな自然林
にかこまれ、日本最後の原風景と言われる、美しい砂浜です。

今、大岐の浜に大規模な太陽光発電（メガソーラー）の
計画が進められています。
浜の北側に広がる山林を皆伐して、四国で2番目の
規模となる大開発です。（2015.6.15現在）。

雨が降ると大量の土砂が大岐の浜周辺に流れ出し、
磯やけ等、保水力が失われた山から大量の汚泥が
海に放出されることが心配されます。
その影響は、大岐の浜だけでなく、近隣で営まれる
漁業にも深刻な打撃を与えることになるではないでしょうか。

森は海の恋人といわれるように、山も森も川も海も、
水と大地によってつながり、その自然の恵みを、
農林漁業者という自然を産業として成立させ担ってきた
ものたちの手で、採取し、育み、収穫し、国民の命を
支えていくみなさんの誇りです。

わたしたちは、未来の子供たちの為に
この豊かな自然を残していくことが一番の使命だと考えます。

森は二酸化炭素を吸収して酸素を供給します。
その森を皆伐するこの計画は、再生可能エネルギーとしての
太陽光発電を考えれば本末転倒ではないでしょうか。
 私たちは本計画を速やかに中止し、また将来においても
このような計画が再び繰り返されることのないよう
市長および市議会、ひいては県に対して働きかけて ゆきます。

土佐清水の豊かな自然と健全な環境を
次の世代に受け渡すために、皆さまのご協力をお願いします。

Tosashimizu City, in Kochi Prefecture, is located in the most westerly part of Shikoku island. It has tropical sun and blue skies with lush greenery and a rich sea. Most of Tosashimizu belongs to the Ashizuri-Uwakai National Park. At the entrance of Tosashimizu, which is surrounded by a healthy, natural green forest, is a white sandy beach known as Ohki Beach. This beautiful sandy beach is said to be one of Japan's last untouched coastal areas.

A large solar development project, the second largest in Shikoku at the time of writing (6.15.2015), intends to clear the forest that lies to the north of the beach. Without this forest, rainfall will carry a large amount of sediment from the mountains into the sea. This will not only influence the size of the beach but also have a serious impact on local fisheries.

This forest supplies oxygen by absorbing carbon dioxide. Moreover, the forest protects the beach. The mountains, forests, rivers, the sea, water and the earth are all connected to one another in perfect balance. It is through the blessings of this nature that the local people have been able to establish agriculture, forestry and fishing industries. These industries are not only the pride of Tosashimizu but also are essential to support the lives of the local people. We, for the future of our children, are requesting that this rich area of nature be left in its natural state.

The plan to clear-cut the forest and replace it with solar panels is misguided as the purpose of renewable energy is to help our environment, not destroy it.

We urgently want this plan stopped, and we also wish to prevent any other plans such as this to be proposed in the future. We intend to lobby the mayor and the city council and eventually take this issue to the prefectural government.

We want to pass this rich nature and Tosashimizu's healthy environment to the next generation! Thank you for your cooperation.
