上の原広場並びに湿生植物園の利用計画を見直してください

 

町田の誇りF Cゼルビア青と豊かな自然の緑。

このF Cゼルビアのホーム野津田公園には、サッカーをはじめとするスポーツだけではなく豊かな自然と希少な生き物が息づく大切な場所があります。

そのひとつが「上の原広場」。

 

 

 

 

 

 

 

 

 

多摩丘陵の昔から続く原風景がここには今も残されています。

 

虫や草花、鳥、さまざまな生命の歌声が聞こえてきます。野いちごがたわわにみのり、ミツバチや蝶が小さな羽音をたてて蜜を吸いにきます。のびのび遊ぶ子どもたちの声も響きます。四季折々の美しい景色が広がっています。

この広場は近隣の小学校や幼稚園、保育園や福祉施設など様々な方々など、さまざまな人が日々のお散歩や遊び場、また生き物や環境についての学びの場として利用しています。

 

この貴重な多摩丘陵の原風景が町田市の大型バス回転場の建設により失われようとしています。

この上の原広場以外の公園内外に代替案となる場所があるにもかかわらず、そのような提案を退け、住民や広場を利用する人々の意見が十分に反映されないままに強引に計画が進められているのです。。

住民の意見を十分に聞くことなく進められる政策には大きな問題があります。

 

私たちはスポーツの楽しさと自然との共生が両立できる公園を守りたいと思っています。

この署名を通じて町田市に対し、上の原広場の利用計画を見直し、地域の声を始めとする人々の声を反映させるように働きかけることを目指します。

 

町田市の魅力は、「ただの開発だけではなく、自然とスポーツが共にあること」にこそある。

そして公園はみんなのもの。里山の原風景的な草地がある公園は、全国でも本当に少ないのです。

サッカーをはじめとするスポーツと自然を愛するすべての人が、どちらも大切にできる道を選べるように、

ぜひこの署名にご協力ください。

〈町田市の計画について〉

2014年度に町田市が作成した町田市第二次野津田公園整備基本計画に基づき、上の原広場はバスの転回場への工事が予定されています。
＜スケジュール＞
基本設計：2024年7月〜2025年1月
実施設計：2025年2月〜3月
整備工事（予定）：2025年4月〜2026年2月　（今年10月には工事が始まってしまうようです）

〈問題点〉

• 懇談会で出た意見が十分活かされずに第二次野津田公園整備基本計画が策定されてしまったこと。
• 周知の仕方が住民を置いてけぼりにしていること。（一方的な計画のため対話がない）
• この計画が策定された2014年から10年間、近隣住民、ここを利用している施設への説明もなく、実施設計の段階において（2025年2月13日（木）19時〜20時）ようやく住民への説明会が開かれたこと。（市のホームページに計画は載っているとあるが、非常にわかりづらい階層にあり、かつインターネットができない住民には全く伝わらない、町内会に加入していない世帯もかなり多い）
• バス転回場の利用方法として防災のためとしているが、実際どう利用されるかは想定されていない。また防災課との連携もされていない。同時に大規模イベントのためとの説明もあり、大規模イベントのためであるならば、他にも代替地があるのにこの場所にこだわるのはなぜか。
• 計画通りに転回場が作られた場合、何が失われるかの周知が不十分なこと。　

１：希少な植物の生息環境が壊されてしまう

 

 

 

 

 

 

 

 

 

 

今回、市がアスファルトで固めてしまう場所にある希少植物は「ノカンゾウ」（東京都の絶滅危惧種になっている）。入り口一帯に群生しています。毎年、葉っぱが伸びたころに野津田公園の自然を長年見守ってきた野津田雑木林の会（こちらのサイトでは野津田公園の自然の様子や、子どもたちと一緒に活動する様子などをみることができます）が群生箇所をテープで囲ってマーキング。指定管理者が草刈りの際には刈残してくれています。また春になるとここはカントウタンポポが一面に咲きます。都会では、セイヨウタンポポが増えて、昔から在るカントウタンポポはめっきり減っていますがーーここのタンポポは、ほとんどカントウタンポポです。

 

 

 

 

 

 

 

 

 

 

カントウタンポポいっぱいの春。

生き物は、なんと言ってもノウサギ。この草地のあちこちでノウサギの糞が見つかります。ノウサギが遊ぶ広い草地がある公園で子どもたちが野遊び―ーって、最高ですよね。バッタもキリギリスもいろんな種類が生息しています。

２：子どもたちの遊び場、自然や環境の学びの場が失われる

３：土の下に眠る鎌倉古道の遺構がアスファルトにより完全に覆われてしまう

４：アスファルトを敷くことにより、一面の気温上昇が起こる

５：野うさぎなど公園に住む生き物たちの居住空間が失われる

Petition to review city plan to construct a bus stop center in Uenohara Field in Tokyo

Goal of This Petition:　To urge Machida City to reconsider its plan to remove the grasslands of Nozuta Park — a rare and invaluable green space in Tokyo — in order to construct a turnaround facility for buses. 

 
Why We Are Raising Our Voices Now

As residents, visitors, and nature lovers who cherish Nozuta Park, we are deeply concerned about Machida City’s current plan to eliminate one of Tokyo’s few remaining grasslands. This area is not merely a patch of green — it is a vital ecosystem, a learning environment for children, and a symbol of harmony between sports and nature. With this petition, we raise our collective voice to ask the city to pause, listen, and reconsider.

 

Supporting Machida’s Two Prides:

FC Machida Zelvia’s Blue Flag & Nozuta’s Lush Green

Nozuta Park is the proud home ground of FC Machida Zelvia, which ranked third among the top 20 teams in the 2024 J.League. The park is not only a hub for football and other sporting activities, but also a sanctuary of biodiversity and a treasured natural landscape.

Within the park lies Uenohara Field — a 7,000-square-meter expanse of grassland that preserves the original scenery of the Tama Hills, a rare remnant of Tokyo’s Satoyama (traditional rural landscape).

For the city’s 430,000 residents and countless visitors, this field is a cherished space. Children from nearby elementary schools, kindergartens, daycare centers, and welfare facilities frequent the area for play, learning, and exploration. It is a place where the melodies of insects and birds resonate, where wild strawberries ripen under the sun, and bees and butterflies drift through the air. Laughter echoes as children play freely, and the beauty of the four seasons reveals itself in vivid detail.

 
The Threat We Face

This irreplaceable environment is now under immediate threat due to the city’s plan to construct a bus turnaround facility to transport football supporters to and from nearby train stations — starting as early as this year.

The issue lies not only in the plan itself, but in the city’s decision to push it forward without sufficiently considering the voices of local residents and park users, nor exploring alternative locations either within or outside the park.

 
 Why This Matters

The recent cancellation of summer J.League matches due to extreme weather clearly underscores the severity of the climate crisis.
In such a time, to reduce grassland coverage — a natural asset that helps combat urban heat and supports ecological resilience — would be a profoundly short-sighted and irrational decision.

 
What We Ask

Our humble wish is to preserve a park where the joy of sport and the harmony of nature can continue to coexist. Through this petition, we call on Machida City to reconsider its plan to pave over a part of Uenohara Field with 50 centimeters of asphalt for a bus turnaround area.

We earnestly hope that the voices of local residents and all concerned stakeholders will be taken into account in future decision-making processes.

We also believe that the goal of coexistence between nature and sport can be shared not only among citizens, but also with the players and supporters of FC Machida Zelvia.

Parks belong to everyone. And grasslands that preserve the original Satoyama landscape are now exceptionally rare in Japan — especially in a metropolis like Tokyo.

We sincerely urge Machida City to reconsider this proposal and to explore alternatives that protect both the vibrancy of FC Machida Zelvia and the integrity of Nozuta Park’s natural environment.

Let us move forward together toward a future where sports and nature thrive side by side, where green spaces are not sacrificed, but celebrated, and where the voices of the community are truly heard.

By signing this petition, you stand for a Tokyo where the last traces of Satoyama are safeguarded, for children who deserve wildflowers beneath their feet, and for a legacy of coexistence that future generations will thank us for.
