Sharing from town council rep Bryan Traylor.  I will add that the intersection a few miles west on 400s/800E has the same speed limits yet a 4-way stop (think mini-goat farm location).  I am not sure what the rationale for a 4-way stop here was b/c it is much less traveled as far as I can tell on any given day. Also would like some justification on why additional safety measures cannot be added if inexpensive.

Good Morning!
Info on the 400S/875E intersection:
This morning I received this anonymous message via Facebook messenger, but I've also seen in some neighborhood Facebook groups and received some phone calls on some growing concern about the safety of intersection of 400S and 875E largely in response to a social media and email campaign, and petition that's been circulated. So, I wanted to address the issue, feel free to share this with anyone interested.
This intersection has come up in conversation in the past and in September of 2021 a traffic study was completed. At that point the following crash data was provided:
2016 2017 2018 2019 2020 2021
# Crashes 2 3 1 0 0 2
# Injuries 1 1
Based upon this data along with traffic counts, the study recommended NOT installing a 4-way stop. However they did recommend and the town installed a stop bar, stop-ahead sign, and an additional stop sign so they exist on both sides of the road. There are also “cross traffic does not stop” signs posted on each approach of 400 S.
The Zionsville Police Department provided me with updated crash data for the last 12 months. In the last 12 months there have been 3 wrecks at this intersection, 2 with only property damage, and 1 with an individual getting some bruising and minor cuts.
At this point the data does not support a 4-way stop at this intersection. It may in the future and I understand that another traffic study may happen in 2024 on this intersection as a result of changing traffic patterns as well as residential development in the area.
People always come first, but we do have to make data driven decisions for the town. There will never be zero risk at any intersection, but this intersection does not stand out as high risk at this point and is not recommended for a 4-way stop.
You will see additional police patrols in the area of this intersection as we continue to monitor the public's concerns for changes to the traffic patterns associated with the upcoming Oak Street detour.
I hope you all have a great and safe day!
