For much needed US Government revenue, do A YEARLY mandatory tax on ALL weapons sold; include bows and arrows and all ammo.

The police are being shot at is a sign of severe civil disobedience that can easily fulminate to coast-to-coast rioting with fully armed and dangerous citizens. It's not a racist issue - it's called a BAD ECONOMY and people will find any excuse to riot. If the US Government doesn't start invoking extremely high taxes for gun ownership, as a perfectly LEGAL means to disarm--and the government economically crashes - you know people will riot coast-to-coast - the violence will be something not even the most staunch gun enthusiast would want to relish. Controlling the masses is essential. We have the computer technology to trace every single bullet sold and invocation of extremely high taxes--including severe fines and confiscation of weapons if not paid.

These collected monies can be applied toward health care.

 It costs tax payers about $2.1 billion dollars a DAY to run the government including all entitlements and defense.  If the government shuts down you are going to have millions of very angry and WELL ARMED and DANGEROUS citizens rioting.

All of these poor people (the majority of Americans) are frustrated, depressed, desperate.

*TAXATION IS LEGAL* SO IS OWNING WEAPONS - PUT TO THEM TOGETHER YOU HAVE TONS OF CASH FOR THE GOVERNMENT. Let Americans have their guns, but charge them for it with (sizeable) yearly renewable license fee (i.e., tax) payable to the United States Internal Revenue Service with strict fines even prison for not registering weapons as a mandatory yearly tax: Per weapon. THIS IS 100% LEGAL and does NOT infringe on the Second Amendment. Taxation is also legal.

This will give the IRS authority to maintain computer registration with all suppliers of guns, weapons, even ammunition with the ability to TRACE the purchasers whose tax records can be tapped by computer records.  If not registered the IRS can and will go after them.  Yes it is clever.  IRS can audit guns sold (stores/pawn shops), NRA members, even hunting licenses and audit their weapons. Even every single piece of ammunition, down to a single bullet, is subject to IRS alerting system - the store outlets are required to ask for identification, and the purchaser had better be registered with the IRS - or they will go after that person and confiscate a great deal...including hefty fines. If you want your guns, you are going to PAY for it. Hefty fines for outlets who do not comply with the computer data system.


Hunters shall NOT be exempt - hunting accidents due to firearms is common. Should include bow-and-arrows. IRS can access hunting licenses and inventory guns.

Synopsis: An appeal to promote UPDATING Second Amendment rights. Back then 1700s there were only flint locks. Now we have computer technology and lasers that can kill people by the dozens at a flip of a finger.Second Amendment does not accommodate this technology-only flint locks.

$126 billion dollars in gunshot wounds yearly in USA, a surcharge should be paid (toward Social Security) renewed YEARLY to accommodate the ease and proficiency in killing and maiming individuals including children.

Further ammunition should impose a surcharge to help with Government revenue.

SOLUTION: Gun ownership surcharges.

Second Amendment: When the Constitution was penned in the late 1700's Colonial times, the only weapons available back then was the flint lock; even gunpowder was manually loaded. We came a long way, but still applying 1700's standards to today's laws:  These days we have high powered  automatic weapons, machine guns, rifles, etc.,  even equipped with computer and laser technology that can kill dozens of people at a flip of a finger with razor sharp precision.  The original Second Amendment does not accommodate our powerful technology - only flint locks.  To see these ancient guns:

With today's guns, it's far too easy to kill people.  All it takes is a flick of a finger and the deed is done-which makes them more dangerous.  In the 1700's they had to be individually loaded including gunpowder. Which gives appropriate time to think before using. THESE DAYS IT'S ALL AUTOMATIC WHICH MEANS PEOPLE SHOOT AT THE HEAT OF THE MOMENT, without thinking.

Per the National Institute of Mental Health: "Mental disorders are common in the United States and internationally. An estimated 26.2 percent of Americans ages 18 and older — about one in four adults — suffer from a diagnosable mental disorder in a given year."

These mentally disturbed individuals for the most part, carry guns because they are more paranoid. Look at the stats below at the high number of suicides, and homicides! Fact is mentally ill people love guns due to obsessive paranoia!

Our UNSTABLE economic and sociological times, even more unstable with high unemployment-makes it MORE dangerous - guns are too easy to own, too easy to use, too easy to discharge, too easy to kill. I am by NO MEANS advocating the elimination of guns which is protected by our Constitution, BUT I am proposing responsibility and the estimated $126 billion dollars a year to treat gunshot wounds in American every year-SOMETHING has to pay for that. Owning a gun means a person can potentially easily kill another-there is FISCAL RESPONSIBILITY - and SHOULD have fiscal responsibility behind gun ownership - which is why a yearly surcharge is required. Guns kill. They should require a license - renewed yearly - with a surcharge to pay for all of the gunshot wounds in America. A person willing to pay such surcharges also represents responsibility behind gun ownership.

 (1) FACT: GUNS, RIFLES,  INCLUDING BB GUNS AND AIR RIFLES cost billions in health care to treat.

COSTAnnually, gunshot wounds cost an estimated U.S.$126 billion (2004 estimate, which probably doubled by now).   Medical technology and population vastly increased from Colonial times, which back then consisted of biting the bullet, amputations, and using leeches to bleed patients.

(2) FACT!: In 2004 (the most recent year for which data is available), there were 29,569 gun deaths in the U.S:

16,750 suicides (56% of all U.S gun deaths),
11,624 homicides (40% of all U.S gun deaths),
649 unintentional shootings, 311 from legal intervention and 235 from undetermined intent (4% of all U.S gun deaths combined).

The Children's Defense Fund's most recent data (published in 2004; "Protect Children Instead of Guns 2004") show that gunfire killed 2,911 American children and teens in 2001, which equals "one child every three hours, eight children every day, and more than fifty children every week" for that year. In fact, more children and teenagers were killed by gunfire than from cancer, pneumonia, and influenza combined.

Youths in the United States have a one in 1,339 chance of being killed by gunfire before the age of twenty. They are also sixteen times more likely to be murdered with a gun, eleven times more likely to commit suicide with a gun, and nine times more likely to be accidentally killed by a gun than children in other industrialized countries.

The U.S. Consumer Product Safety Commission reports an average of four deaths per year caused by BB guns or pellet rifles ("BB Guns Can Kill," October 2004).

SOLUTION:   A  GUN LICENSE SURCHARGE must be imposed and gun licenses must be renewed YEARLY; THIS surcharge is to apply toward health care to help pay for the injuries. Those people who ALREADY own a gun must get a new license within six moths or revocation of the gun.

Each gun and rifle requires an individual license, and surcharge imposed for each license renewed yearly (e.g., if a person owns three rifles and two guns, that makes five separate licenses to pay for yearly.)

The gun license-per weapon-must be renewed yearly.  The cost of surcharge may escalate if the cost of health care increases.

Air guns and BB guns must to have such a surcharge and the parents require licensure renewed yearly to help pay for the cost of air gun and BB gun injuries. 

Note: Bow and arrows are also weapons, and should be surcharged; though injuries from these weapons is less, the results are almost always fatal.

EXEMPTIONS: Law enforcement and military, but only weapons issued in the line of duty. Personal use weapons are surcharged.  Non-functioning (non-firing),  and guns that are genuine antiques 150 years or older, are also exempt-providing they not be used. Children toy guns that do not discharge pellets or bullets.

PENALTIES: Ownership of an unregistered weapon is $50,000.00 fine per weapon paid to the US Treasury, and one full year in prison (due to the potential of killing people)-per weapon.
