Petition for Parental Accountability
The Issue
In 2013 I was quoted in the media "If you are going to raise a murderer you're going to take responsibility for it" after a 15 year old pled guilty to murdering an innocent 12 year old child. The youngster was strangled to death, her body deposited in a garbage container. Because the perpetrator was a minor, charges were brought against him in juvenile court. He received a 17 year sentence and is eligible for parole after he serves just 14 years.
It is not up to teachers, the police, doctors, psychologists, social workers, the government or anyone else to take primary control of out-of-control minors whose parents raised, then let them loose on society. It's the parents' obligation to control their minor children. Such excuses as "I didn't know what my kid was up to" cannot be accepted any longer.
Many youthful offenders bully, harass, assault even kill other children and/or adults. Some attacks happen in schools, places that should be off-limits to violence. Teachers should be permitted to work and students allowed to learn in tranquil peaceful settings. Instead, schools are breeding grounds for bullies and mobbing so bad it has led victims to commit self-murder. There is currently virtually no accountability for parents who stand by and do nothing or even act as role models for their kids who bully and terrorize other children.
Schools are also targets of mass murder. On April 20, 1999, two seniors at Columbine High School savagely murdered 12 classmates and one teacher. They plotted for at least a year, frequently in the privacy of their homes where they stockpiled such weapons as 99 homemade bombs which they hoped would blow up Columbine, killing hundreds. Like others who followed in their footsteps, these two mass murderers lived with/were under the control of parents as they conspired and carried out their crimes. Since Columbine, other schools have been attacked by youthful perpetrators resulting in more destroyed lives.
Minors who commit adult crimes are not self-sufficient. They do not live independently. Parents commonly provide them with computers, smart phones, and internet access where cyber-bullies harass, sometimes in packs, their victims via cyberstalking. Others who plot physical attacks on schools use technology in the privacy of the family home to research prior school shootings/bombings. They may be provided allowances which they may use to purchase such weapons as knives, bomb-making inputs, bullets and firearms. Sometimes youthful offenders will even use their parents weapons to physically assault their victims - this is the ultimate form of bullying.
To deter future crimes, parents should be held accountable. If parents fail to live up to their obligations, they should bear criminal responsibility for harm caused by the minor bully, batterer, attempted murderer, or murderer. This will be a strong incentive for them to investigate what their kids are up to, and intervene before it is too late as responsible parents do.
