This petition is being presented to raise public awareness about the proposed UGC campus regulations and to gather people’s opinions and support on the matter. It also reflects the concerns expressed by Sanjeev Newar in his open letter requesting the removal of these regulations.

Why this matters -

The newly proposed UGC campus regulations contain a fatal procedural flaw that threatens student safety, mental health, and campus stability across India.

Under the draft, any discrimination complaint automatically triggers action, yet there are no penalties for false, frivolous, or malicious complaints. This turns the process itself into punishment - regardless of truth or evidence.

Complaints can be filed repeatedly, escalated without any final limit, and extended even to students who have only applied for admission and are not yet enrolled. The accused bears the full psychological, academic, and procedural burden, while the complainant bears none.

By allowing identity-based complaint triggers without safeguards, the rules risk misuse of grievance mechanisms, discourage lawful discussion and free expression due to fear of complaints, and convert campuses into complaint-driven, police-linked environments rather than spaces for learning.

India already has laws to address discrimination, harassment, and abuse. This draft introduces a parallel administrative system that is easier to misuse and harder to escape, without improving justice or safety.

While the stated objective of the regulations is protection, the actual design creates an unchecked complaint-based disciplinary regime that enables harassment without proof and undermines due process.

Our demand
These regulations allow punishment without evidence, enable misuse without accountability, and expose students to serious psychological and academic harm - even before enrollment.

The proposed UGC campus regulations must be withdrawn immediately.

यह विषय क्यों अत्यंत महत्वपूर्ण है
प्रस्तावित UGC कैंपस नियमों में एक गंभीर प्रक्रियात्मक त्रुटि है, जो देशभर के छात्रों की सुरक्षा, मानसिक संतुलन और विश्वविद्यालयों के शैक्षणिक वातावरण को खतरे में डाल सकती है।

इन नियमों के अनुसार किसी भी भेदभाव संबंधी शिकायत पर तुरंत कार्रवाई अनिवार्य है, लेकिन यदि शिकायत झूठी, निराधार या दुर्भावनापूर्ण हो, तो शिकायतकर्ता पर कोई दंड या उत्तरदायित्व नहीं है। परिणामस्वरूप, सत्य की जाँच से पहले ही प्रक्रिया स्वयं दंड बन जाती है।

शिकायतें बार-बार की जा सकती हैं, उन्हें बिना किसी अंतिम सीमा के आगे बढ़ाया जा सकता है, और यह व्यवस्था उन छात्रों पर भी लागू हो जाती है जिन्होंने केवल प्रवेश के लिए आवेदन किया है, पर अभी नामांकन भी नहीं हुआ है। इस पूरी प्रक्रिया का मानसिक, शैक्षणिक और सामाजिक भार केवल आरोपी छात्र पर पड़ता है।

बिना सुरक्षा उपायों के पहचान-आधारित शिकायतों की अनुमति देकर, यह ढांचा शिकायत तंत्र के दुरुपयोग का मार्ग खोलता है, वैध विचार-विमर्श और अभिव्यक्ति को भय के कारण हतोत्साहित करता है, और शिक्षण संस्थानों को अध्ययन के स्थान के बजाय शिकायत और जांच-केंद्रित परिसर बना देता है।

भारत में भेदभाव और उत्पीड़न से निपटने के लिए पहले से ही कानून मौजूद हैं। यह नया ढांचा न्याय को सुदृढ़ करने के बजाय एक ऐसा समानांतर तंत्र बनाता है, जिसका दुरुपयोग आसान और उससे बाहर निकलना कठिन है।

जबकि इन नियमों का घोषित उद्देश्य सुरक्षा है, उनकी वास्तविक संरचना बिना प्रमाण के दंड और बिना जवाबदेही के उत्पीड़न को बढ़ावा देती है।

हमारी माँग
ये नियम बिना प्रमाण के दंड की अनुमति देते हैं, दुरुपयोग को रोकने में असफल हैं, और छात्रों को गंभीर मानसिक तथा शैक्षणिक क्षति के जोखिम में डालते हैं — यहाँ तक कि प्रवेश से पहले ही।

प्रस्तावित UGC कैंपस नियम तुरंत और पूर्ण रूप से वापस लिए जाएँ।
