Why Was My Poor Rural Household Excluded From the PMAY-G/Awaas Plus 2024 Survey?

The Issue

I am Bhoirabi Ganguly, a poor rural resident of Chitra, Block Para, District Purulia, West Bengal. My family lives in a very poor kutcha house.

The Awaas Plus 2024 survey was conducted in my area, but my household was not surveyed. I saw other households, including pucca and multi-storey houses, being surveyed, while my poor kutcha house was left without a survey.

I raised this issue through CPGRAMS (DORLD/E/2026/0057733). My grievance was closed with the statement that the survey had been closed. But this did not answer my actual question: why was my household not surveyed, and on what basis was it excluded?

I then submitted the matter to the President’s Secretariat (PRSEC/E/2026/0066426). On 9 September 2026, the petition was transferred to the Department of Rural Development and is shown under Shri Prabhat Kumar, Deputy Secretary. As of 25 September 2026, the status still says “The petition is transferred”, and I have not received a reasoned answer to my specific question.

I am not asking for special favour. I am asking for transparency, accountability and a clear written answer. I want the concerned authorities to verify the official survey records and explain why my household was not surveyed.

I am publishing this petition so that the public can see my complaint, the responses I received, and the fact that my specific question remains unanswered.
