Jammu & Kashmir’s athletes deserve transparency, accountability, and a fair chance at the Olympic dream.

 

From the snow-covered slopes of Gulmarg to the football grounds of Kashmir and the boxing rings of Jammu, thousands of young athletes across Jammu & Kashmir train every day with one dream — to represent India at the highest level. But behind every medal dream is a difficult reality.

Many athletes across Jammu & Kashmir continue to struggle with:

• Inadequate training facilities
• Lack of modern sports infrastructure
• Poor quality equipment and kits
• Limited access to professional coaching
• Travel and exposure costs
• Lack of transparent selection systems
• Inconsistent financial and institutional support

 

 

At the same time, official announcements and public records show that massive investments and allocations have been made for sports development in Jammu & Kashmir over the last decade.

 

These include 👇

• ₹145 crore allocated earlier for sports development in J&K
• ₹155 crore allocated for Sports & Youth Affairs in the 2026–27 budget
• 100 Khelo India Centres reportedly notified across Jammu & Kashmir
• Two Centres of Excellence reportedly established
• More than 15 lakh students reportedly participating in sports pathways and competitions

Yet athletes and citizens still have NO single public record clearly explaining:

🔴 How much total funding was received over the last 10 years
🔴 How the money was spent
🔴 Which districts received infrastructure support
🔴 Which athletes received financial assistance or training support
🔴 Which projects were completed and which remain incomplete
🔴 What Olympic preparation and athlete development programs were actually conducted
🔴 Whether facilities announced publicly are fully operational today

👉 This petition is for transparency, accountability, and equal opportunity.

 

If public money is being spent in the name of athletes and sports development, then athletes and citizens have the right to know where that money went and how it was utilized.

 

The youth of Jammu & Kashmir have talent. They have discipline. They have dreams.
What they deserve now is transparency, accountability, and proper support.

We demand that the Jammu & Kashmir Olympic Association, J&K Sports Council, and concerned authorities publicly release complete financial and operational records related to sports funding and Olympic preparation over the last 10 years.

 

We specifically demand public disclosure of:

🔵 Total sports-related funds received in the last 10 years
🔵 Sources of funding (Government, Khelo India, IOA, grants, sponsors, etc.)
🔵 Audited expenditure reports
🔵 Spending details on athlete training, camps, travel, coaching, equipment, and Olympic preparation
🔵 District-wise infrastructure spending and completed projects
🔵 Status of stadiums, sports centres, courts, and playfields announced under government schemes
🔵 List of athletes who received financial or institutional support
🔵 Transparency in athlete selection processes
🔵 Grants and financial support given to affiliated sports associations and bodies
🔵 Creation of a permanent public transparency portal for sports funding and infrastructure in Jammu & Kashmir

 

Every rupee meant for sports should reach the athlete. Every athlete deserves equal opportunity. Every citizen deserves transparency.
