WEST HILLS CALLS FOR EMERGENCY MORATORIUM INFRASTRUCTURE & REVITALIZATION
The Issue
West Hills population is growing with 3600 residents, of which 1000 units of transitional housing, public housing, homeless housing, & low income housing units combined throughout West Hills - with 4 more projects proposed in 2025, bringing the total to over 25% of the resident population being public housing or homeless housing projects - All of what is compacting services or housing in one concentrated area, most concerning area along a major corridor such as the Sunset Highway.
⚠️ West Hills is not a walkable neighborhood, West Hills lacks neighborhood services, eateries, a community center, retail shopping, restaurants, let alone a coffee shop, for decades West Hills has faced Economic Decline from the construction of Sunset Highway and the I90 freeway, leaving much of the existing neighborhood services in financial ruin for nearly 50 years or more - 🛑 TIME TO REVITALIZE 🛑
🚨 West Hills is currently home to 7 of Catholic Charities existing and proposed housing opportunities, one additional homeless housing opportunity to accommodate nearly 170 homeless residents slated directly on site at the Catalyst Project 🚧
🚨 Currently Empire Health Foundation has proposed 30 pallet homes on sorts next to a long standing Sober Living housing opportunity for homeless or low income individuals and families, Ascenda has been part of West hills for many years, with this current proposed pallet home project has caused great concern for residents and families of Ascenda, as well as West Hills at large!!

⚠️ Compacting public housing opportunities in a concentrated area has proven to be disastrous, not only here locally surrounding 2nd and Division, states such as California have shown difficulty with compacted services, particularly with housing first policies, resulting in further economic decline for up to a 3mi radius surrounding developments. 🏫 Stanford Institute for Economic Policy has performed an extensive two part study in relation to public housing, compacting services, as well as the negative impacts it has on the environment, community at large, and most importantly the individuals receiving services and housing.
🚧 Currently the Sunset bridge has been reduced to two lanes for the past 12+ years awaiting a 4-5yr closure for rehabilitation🦺 as the south side railings and overlooks along the sidewalk are left crumbling away below to Latah creek area, it has now been limited to ONE sidewalk, ⚠️ forcing pedestrians into the street creating public safety concerns. Before any further developments take place in West Hills, the level of inaction for 12+ years from our City Government MUST be Addressed NOW!!
Spokane has been in a dire need for homeless housing, transitional housing, low income housing, affordable housing, and the likes FOR YEARs - the current Mayor Lisa Brown has answered the call for need by way of a scattered site model regarding homeless shelters in neighborhoods, in density less than 30 people 🛑 West Hills already has well over 150+ homeless housing opportunities, outside of numbers of low income and transitional housing projects 🛑
We all very well know that there are so many in our community that are either plagued with addiction, lack housing, struggle with employment - It’s no secret that it’s an issue that is facing our entire city, region and country. We support an individual’s efforts to find stable and affordable housing, get free from addiction - but those efforts must not be at the cost of the safety and wellbeing of the children and families in our neighborhood.
➡️ There has been no public involvement or dialogue in the past, causing great civil unrest, as a result has caused MILLIONS OF DOLLARS IN PROPERTY DAMAGES DUE TO ONE PROVIDER PROJECT
➡️ We want transparency from our City leaders, addressing infrastructure, moratorium, and zoning amendments to address revitalization NOW!
➡️ The EXISTING or PROPOSED Developments puts an undue and inequitable burden on this neighborhood which already is home to over SEVEN existing public housing opportunities, with FOUR MORE PROPOSED THIS YEAR IN 2025
➡️ Compacting of services in concentrated areas creates an unsafe environment for those who live, enjoy life, work and attend school in our neighborhood.
🚨 The hardworking residents of the West Hills Neighborhood deserve better! We deserve to have our voices heard! The complete lack of transparency by our elected officials and undue burden on our neighborhood is unacceptable and must be stopped. 🛑
