I would like to thank Rep. Jamie Raskin of Maryland and Rep. Robert Wittman of Virginia for becoming cosponsors on February 24th 2023.

For the 118th Congress concerning H.R. 82 Social Security Fairness Act there are 158 cosponsors.

A proposed Bill needs 290 cosponsors before it can be brought to the House Floor for a vote. Last year we obtained over 290 cosponsors but The Ways and Means Committee, The Speaker of The House or The Leader of the House refused to place HR 82 on the Consensus Calendar.

The Consensus Calendar rule ("Rule of 290") to force HR 82 to the House floor was invoked. This rule can only be used between March 1 and Sept. 30.

Once the 290 cosponsor threshold is reached, the bill's author may file a motion to put it on the Consensus Calendar.

The following is a review of what happened to H.R. 82 in the 117th Congress posted on National WEP & GPO Repeal Movement Facebook page.

H.R. 82 obtained 305 Cosponsors to utilize the House Consensus Calendar process.

—A floor vote was stopped after the Ways and Means Committee held a markup on the bill on Tuesday, September 20, 2022, and reported it out of the Committee without recommendation.

—The Committee provided no alternative solution to provide a WEP/GPO fix.

—Procedurally, this markup prevents it from receiving a floor vote based on Consensus Calendar rules.

· On Monday, September 19, 2022, H. Resolution 1367 was introduced to file a Discharge Petition.

· The resolution creates a special rule to trigger a vote on H.R. 82.

This resolution will be eligible to file a discharge petition seven legislative days from September 19, 2022.

—The petition will be eligible for Members to sign on September 30, 2022, assuming no legislative calendar changes.

· To receive a vote on the House Floor, the Discharge Petition must be signed by 218 Members of the House, which will require bipartisan support.

A discharge petition on H.R. 82 itself was not viable as the bill was considered discharged from the Ways and Means committee upon filing the report, which occurred during the Markup on Tuesday; that is why this special House Resolution creating a Rule for consideration was required.

H. Res. 1367 Discharge Petition needed 218 signatures but failed with 33 signatures in 2022.

For 2023 in the 118th Congress there is great momentum for The Social Security Fairness Act with 158 early cosponsors Please reach out to the non cosponsors of your State and request that they support H.R. 82.

I am requesting Representatives in two States, Maryland and Virginia that are not cosponsors to cosponsor and support H.R. 82.
