Here are the names of the U. S. Senators that are not cosponsors of S. 1302 Social Security Act and are up for reelection in 2023 if they are running.
Blunt Roy, Boozman John, Burr Richard, Crapo Mike, Grassley Chuck, Hoeven John, Johnson Ron, Kennedy John, Langford James, Lee Mike, Moran Jerry, Paul Rand, Portman Rob, Rubio Marco, Schatz Brian, Scott Tim, Schumer Charles, Shelby Richard, Toomey Patrick, Thune  John, Warnock Raphael, Wyden Ron and Young Todd.

Members of the House of Representatives serve two-year terms and are considered for reelection every even year. Senators however, serve six-year terms and elections to the Senate are staggered over even years so that only about 1/3 of the Senate is up for reelection during any election. 

Senator Van Hollen announced he is running for reelection in 2023 and is a cosponsor of S.1302.

Senator Ben Cardin & Tim Kaine term ends in 2025 and are not a cosponsor of S.1302.
Senator Mark Warner term ends in 2027 and is not a cosponsor.

Representative Steny Hoyer on his Facebook page announced he is running for office again after serving 40 years. He is the Majority Leader of the House and not a cosponsor of H.R. 82 and is responsible for moving Bills to the House Floor.
