Stop County-Sponsored Exposure Deaths at the Reno Safe Camp

The Issue

We, those with and without shelter in Washoe County and surrounding areas, demand that Washoe County hold themselves true to their word and provide the residents of the Safe Camp, an extension of the CARES Campus, with adequate, sustainable shelter.  

Already this year, residents of the Safe Camp (a camp managed by the county on city-owned property and operated by the Karma Box Project) have been subjected to the extreme heat and cold of our desert climate. The Safe Camp offers no shade to protect residents from the extreme heat, and no structure to shield them from frost and freezing weather conditions. These tents which are not all weather rated are not raised off the ground are already failing with broken zippers leaving occupants further susceptible to wind, rain and snow. 

When temperatures of 50 degrees or lower  persist, residents of this camp will likely suffer from frostbite, hypothermia and could possibly die when not fortified with a source of heat or way to stay adequately warm through both the day and night.

Efforts to shield residents from these conditions by providing tarps, heaters and other structures have been largely denied by officials.  Residents are not allowed to heat their own tents with propane units or fire and there is no access to electricity on site. The Safe Camp does not provide any additional heating sources. These conditions cannot be allowed to continue.  No resident should suffer under our county’s protection. No resident should be subjected to such inhumane conditions.  

With the Nevada CARES Campus at capacity, the promise of an additional 100 cots within the tent is impossible (this is according to capacity limits determined by the fire marshal) yet this is stated in the winter plan on the County website. The question then begs, where are they to go and how many residents must suffer due to winter weather before the county will take action?

While the county has promised to provide protective structures for this winter season, we understand that they will not be accessible for weeks and possibly months to come. In response to this humanitarian crisis, we demand:

That, until adequate shelter is provided, residents of the Safe Camp be housed through the provision of motel rooms
This provision must also be extended to those without the ability to utilize the at-capacity CARES Campus
That the Record Street shelter be reopened to accommodate CARES Campus overflow for women and couples.
That a 24hr warming center be provided for those left without a shelter bed. That no one looking to come out of the cold will be turned away.                      That all sweeps end!

 

We ask that our elected officials of the Board of County Commissioners along with support from the City of Reno and City Sparks move to act now in this emergency humanitarian crisis. No more excuses! Equality and justice for all human life now!

Washoe County is committed to ensuring the safety and wellbeing of those experiencing homelessness in our community. Special plans have been developed for the fall and winter seasons. Our housing-first mission is to get residents out of tents and shelters and into permanent housing by addressing basic needs and providing resources at the Nevada Cares Campus. Nevada Cares Campus Emergency Shelter As we move into these cold seasons, we have activated a warming center at the Nevada Cares Campus when the temperature dips below 35ºF. This local warming center will be opened during inclement weather to protect individuals from freezing weather, rain, and snow. As the emergency shelter admits men and couples, single women who arrive at the Nevada Cares Campus shelter are referred to Our Place, the local women and family shelter. In the event Our Place is full, women are welcomed at the Nevada Cares Campus. There have been suggestions proposed for additional capacity, such as the Community Assistance Center (CAC) on Record St., or the use of motel vouchers. Should there be a need for overflow at the Nevada Cares Campus, the County has determined the most effective approach would be to provide overflow capacity on or near the Campus, due to staffing and logistical efficiencies. Capacity at the Nevada Cares Campus fluctuates daily. While occasionally there may be a wait time, beds are available every day and so far, no one has had to wait more than 4 hours for a bed. We welcome anyone needing a bed or a place to come in from the elements. Nevada Cares Campus Safe Camp The Safe Camp pilot program provides a safe location for those who opt to live in tents rather than in a group shelter. The Housing and Homeless team has been continually assessing this pilot program and the decision to order individual shelters will allow the replacement of tents moving forward to provide individual shelter and address weather and air quality issues. The ModPod shelters are anticipated to arrive in late November. In the interim, staff monitors every tent multiple times a day to check on the safety of residents. In the event temperatures dip below 50º F, staff assists with optional transportation to the Nevada Cares Campus sprung structure for willing participants. The Safe Camp Participant Advisory Board has been engaged and has provided feedback regarding cold weather and other needs. This board meets on a weekly basis and advises the Contracted Operator and the Washoe County Homeless Services Program Specialist on how they can improve services. From the requests made by participants, new blankets, gloves, beanies, thermal socks, tarps, clips, sleeping bags and tents have been distributed at the Safe Camp. Additionally, hot coffee and water are also available to participants. Portable propane heaters are not allowed in tents at the Safe Camp due to fire safety risk and close proximity of the tents. Personal propane heaters pose a danger for small personal camping tents and have previously been implicated in a tent fatality locally. Local Warming Centers/ Community Partnerships Demand for shelter may exceed current capacity during inclement weather. Staff continue to explore community partnerships and buildings that could be used as warming centers in addition to the Nevada Cares Campus. We welcome community partnerships to meet the demands this season.
