Estimados Representantes:

Me dirijo a ustedes con suma preocupación y con un profundo sentido de urgencia como ciudadano puertorriqueño y defensor de los derechos humanos, para solicitarles que voten en contra del Proyecto del Senado 1, presentado por los senadores Thomas Rivera Schatz y Joanne Rodríguez Veve, bajo el argumento de proteger la “libertad religiosa”.

Este proyecto de ley no es necesario, ya que la Constitución del Estado Libre Asociado de Puerto Rico y la Constitución de los Estados Unidos ya garantizan plenamente la libertad religiosa para todos los ciudadanos. El verdadero propósito de esta medida legislativa parece ser otro: crear una base legal para permitir la discriminación en nombre de la religión, especialmente contra personas que no profesan el cristianismo o que pertenecen a comunidades marginadas.  De hecho, personas que puedan apoyar este proyecto pueden ser víctimas de esta misma ley si alguien que no es cristiano decide discriminarlo basado en que la libertad religiosa le permite discriminar a personas cristianas.

El Proyecto del Senado 1 abre peligrosamente la puerta a que empleados públicos, profesionales de la salud y funcionarios del gobierno puedan negarse a ofrecer servicios esenciales —incluyendo atención médica de emergencia— si alegan un conflicto con sus creencias religiosas. Esta legislación podría poner en riesgo la vida de ciudadanos, especialmente los más vulnerables, al permitir que se antepongan creencias personales por encima del deber constitucional y profesional de servir con imparcialidad y humanidad.

La aprobación de esta medida no solo es moral y éticamente reprochable, sino que también podría exponer al Estado a múltiples demandas judiciales, y lo más importante: coloca en peligro la vida, la dignidad y los derechos fundamentales de muchos puertorriqueños.

Es responsabilidad de esta Cámara proteger a todos los ciudadanos por igual, sin excepción, sin favoritismos religiosos, y sin convertir el aparato del Estado en instrumento de exclusión o castigo hacia quienes no comparten una visión religiosa particular.

Asimismo, les advierto que el costo político de respaldar esta legislación será significativo. La ciudadanía está atenta. Los tiempos han cambiado, y hoy más que nunca, el pueblo exige que sus líderes se alineen con la justicia, la equidad y los principios democráticos. Quienes voten a favor de este proyecto serán recordados como cómplices de una agenda peligrosa y retrógrada, y enfrentarán el rechazo contundente de los electores conscientes en las próximas elecciones.

Les insto, con el mayor respeto pero también con firmeza, a detener este intento de legalizar el prejuicio y la discriminación, y a actuar en defensa de una sociedad verdaderamente libre, justa y plural.

Dear Representatives:

I address you with great concern and a deep sense of urgency as a Puerto Rican citizen and human rights advocate, to respectfully urge you to vote against Senate Bill 1, introduced by Senators Thomas Rivera Schatz and Joanne Rodríguez Veve, under the pretense of protecting “religious freedom.”

This bill is unnecessary, as the Constitution of the Commonwealth of Puerto Rico and the Constitution of the United States already fully guarantee religious freedom for all citizens. The true purpose of this legislative measure seems to be something else: to create a legal basis for allowing discrimination in the name of religion, especially against people who do not practice Christianity or who belong to marginalized communities. In fact, people who support this bill could themselves become victims of this same law if someone who is not Christian decides to discriminate against them, claiming that their religious freedom allows them to do so.

Senate Bill 1 dangerously opens the door for public employees, healthcare professionals, and government officials to refuse to provide essential services — including emergency medical care — if they claim a conflict with their religious beliefs. This legislation could endanger the lives of citizens, especially the most vulnerable, by allowing personal beliefs to override the constitutional and professional duty to serve with impartiality and humanity.

The approval of this measure is not only morally and ethically reprehensible, but could also expose the State to multiple lawsuits, and more importantly: it places at risk the lives, dignity, and fundamental rights of many Puerto Ricans.

It is the responsibility of this House to protect all citizens equally, without exception, without religious favoritism, and without turning the machinery of the State into an instrument of exclusion or punishment against those who do not share a particular religious view.

Furthermore, I warn you that the political cost of supporting this legislation will be significant. The public is paying attention. Times have changed, and now more than ever, the people demand that their leaders align with justice, equity, and democratic principles. Those who vote in favor of this bill will be remembered as accomplices to a dangerous and regressive agenda, and will face the resounding rejection of conscious voters in the upcoming elections.

I urge you, with the utmost respect but also with firmness, to stop this attempt to legalize prejudice and discrimination, and to act in defense of a truly free, just, and pluralistic society.
