This petition is to voice a collective stance of NO CONFIDENCE in the performance of Dallas City Manager Kimberly Tolbert and calls for immediate change to safeguard Dallas from her continuing mismanagement and misfeasance. 

Dallas residents are extremely concerned about CM Tolbert’s fiscal mismanagement of our City Hall property and many other city-owned real estate ventures, misuse of our tax dollars on a large scale, misappropriation of funds for uses other than those intended, obfuscation and evasion of direct requests by City Council members, conflicts of interest and inept management of KBH convention center program, and over reaching decisioning without City Council support.

Residents feel that CM Tolbert  fear mongers, inflates cost, slashes items that benefit the citizens of Dallas (libraries, parks, recreation centers, etc.), yet finds money to pay for real estate consultants which are not critical to the city’s needs. 

Residents resent CM Tolbert’s lack of transparency. The fiasco CM Tolbert has created with City Hall has divided the city, yet Tolbert acts with contempt and anger for those opposed to destroying an iconic architectural legacy (including elected officials). The lack of transparency occurs because CM Tolbert frequently ignores the required procurement processes in order to forward her agenda. 

The employees at City Hall feel they must avoid criticism of Tolbert and her policies for fear of reprisals. Last month, the employees issued an anonymous letter objecting to tearing down City Hall. Their collective fears of speaking out illustrate a toxic work environment. Tolbert issuing an edict for three furlough days was not communicated to the City Council. While continuing to promote expensive contracts with questionable consultants, Tolbert used the livelihoods of the city employees to cover the financial shortfalls of her mismanagement. Our city employees deserve better. 

The erosion of trust among residents and stakeholders has gone on far too long. We believe fresh leadership can restore this city’s integrity, security, and prosperity in a sustainable manner.

Our local voices want an administration that approaches issues with transparency, accountability, and a clear vision for Dallas's future. The responsibility doesn’t lie with a single individual, but the City Manager's role is significantly pivotal. The time is now for us to unite and advocate for leaders that aligns more closely with Dallas's true needs.
