"Voice for the Voiceless: A Symphony of Voices for Stray Souls!"

The Issue

      Are we nurturing a compassionate society or merely witnessing the silent cries of those with no voice?

     Before answering this question, let me begin by narrating the story of Max, a small stray puppy with brown fur.

   Max experienced a challenging life when his heartless owner dumped him into a trash can. This happened as his owner struggled to manage the situation when his mother delivered a fresh batch of puppies. Life on the streets became hard for Max, as every corner brought him violence and mistreatment. Instead of a helping hand, he received kicks and harsh words from people. But who cares? Each day was a struggle for Max, from empty stomachs and the throbbing pain of neglect to the judgmental glares from those who saw him as a spreader of viruses like rabies. In his eyes, you could see the reflection of countless fear-filled nights and a desperate search for comfort that never came.

     The life filled with hardship gave Max both physical and emotional scars. He always longed for a touch of kindness and a caring word that could somehow heal the wounds of a heartless world. However, hope for foster faded with each passing day. Every night, before going to sleep, a desperate wish of Max resonated silently. He pleaded for a future where strays like him could find a safe home—a place where the harsh realities of the streets are replaced by love, care, and support. In those quiet moments before closing his eyes, Max's heart held a dream: the hope that one day, the world would show kindness to those who don't have a voice like him.

 

STRAYS SITUATION

     Animals like Max are called "strays". Stray animals specifically dogs and cats, are those animals who are either born on the streets or have become homeless due to diffirent reasons.

      According to the Philippine Animal Welfare Society (PAWS), in 2019, there were about 12 million stray cats and dogs living in the Philippines alone. That doesn't even include house pets and stray animals other than cats and dogs, which could well be in the millions. For comparison, in that same year, the World Bank says the nation's population stood at about 109 million. 

What does this mean? 

     This means that For every 9 Filipinos, there is at least 1 stray cat or dog out there. That's a lot. 

 

 

WITH THESE, WE MAY SAY THAT "THE TYPICAL MAX OR STRAY IN THE PHILIPPINES

     ● are domesticated animals, once family pets, thrown out into the streets when owners can no longer afford to feed them or when they get sick and their pet owner doesn't want to deal with making them better (financially, physically or emotionally).

     ● is the result of unwanted pets who are dumped into the streets intact (intact = pets whose pet owners did not practice spay/neuter).

     ● is even the result of intact pets who are allowed out of their homes to roam freely in the streets, who come and go into their home or property as they please.

     ● mate with other strays, get pregnant and give birth to more unwanted dogs or cats. And the cycle continues.

     This event is saddening because every day, we pass them by.  They dodge cars, look for food in the garbage, battle malnutrition and sickness in silence. Perhaps we can say that their story is the same as any indigent on the street. But for this set of indigents, there is no government agency dedicated to their welfare (to give them low-cost medical care or provide them with a halfway home) . They don't vote, they can't speak and their "rights" are still not recognized by most members of society.And yet their pain and suffering is as real as yours and mine.

 

 

IS THERE NO OTHER AGENCY THAT I CAN TURN OVER MAX OR STRAY ANIMALS FOR ADOPTION?

       Sad to say, there is no “agency” that will take in unwanted Max or strays except perhaps the City Pound or your local animal control unit. The animals are then put to sleep or euthanized if they are not claimed by anyone. When people look to the Pound to bring animals, they are basically sentencing the animals to death. Worse, a humane death cannot be guaranteed because many of these pounds still use inhumane methods of putting animals down (i.e. via tambucho or vehicle gas exhaust fumes or selling to dogmeat traders – which is illegal). It is quite naïve for people to think that there will be enough homes for all the animals that are brought into this world by unfixed pets. Or to think that there are takers for their abandoned animals when no rehabilitation has taken place behaviorally (for biting dogs) or physically (for unhealthy or sick dogs).

 

 

Achieving Max's Dream

     Knowing all of these, we are willing to make the fragile dream of Max come to life. We created the C.A.R.E.S. movement which aims to create a world where stray animals are treated with kindness, compassion, and respect.

      C - Compassion for Strays:

   We advocate for a change in the way society views and treats Max and otherstray animals. We want to make people especially you, young generations to realize that strays are also living beings that deserve to be love rather than hate. We want yo show them that Violence, Hatred and mistreatment is not welcome in stray-free world. The goal of this is to foster a culture of compassion that recognizes the value of every life.

      A - Awareness and Education:

   Our mission is to promote the awareness about the challenges faced by Max or other strays and educate the public on responsible pet ownership. We want to stop the stigmas that all strays are dirty and the reason for disease sprradness such as rabies. We also want to informed all of people sbout the moral and legal consequences of not treating our strays in a morally correct manner. We will note the common problems caused by stray animals such as overpopulation resulting in overcrowded dog pound facilities, bites/rabies incidents, chasing of passers-by and bikers resulting in vehicular accidents as well as dog meat trading, scattered trash due to scavenging of strays, increasing number of animal abuse and scattered feces. By spreading knowledge, we aim to change attitudes and behaviors towards these vulnerable creatures.

      R - Rescue, Adoption, and Rehabilitation:

   We are committed to actively participating in the rescue , adoption, and rehabilitation of Max's kinds (stray animals). Through partnerships with shelters and non government organization, we can strive to provide a safe haven for those in need and offer them a chance for a better life.We will involved every person in the community to foster stray souls.Getting the whole community involved not only helps in reaching the monetary goal but also helps to create awareness for animals in need that leads to helping more animals in the future.

      E - Empowerment through Legislation:

   We seek to bring about legislative changes that enhance the protection for Max and other stray snimals .Our petitions focus on strengthening animal welfare laws, ensuring stricter penalties for abuse, and promoting the responsible management of stray populations. We want to make the government approved the Senate Bill No 2257, or An Act Strengthening the Adoption of Stray and Impounded Animals. This bill proposed my Mark Villar seeks to encourage adoption of stray and impounded animals by providing the corresponding tax incentive benefits to any person or corporation who shall adopt them in accordance with this Act.The proposed measure also seeks to reduce euthanasia for stray and impounded animals

      S - Support for Sustainable Solutions:

  We promote sustainable solutions to address the root causes of Max's-kind high population. We will emphasize that pounding and killing of strays will not resolve the issue. We need a long-term permanent solution not ‘band-aid’ solution,” 

  This includes :

   ●Raising free spaying and neutering programs.

      Spay and Neuter or Kapon  issafe, surgical procedures done by veterinarians to keep animals from reproducing. It is an effective way to control the stray population in the most humane way possible. The pounds and shelters will have less animals to rescue, foster, house and so on. 

  ●Training

     Stray Animals, rescued or surrendered — will also be trained as service dogs, such as emotional support or bomb detection dogs. This comes as an alternative to the city’s efforts to rehome animals at its Animal Care and Adoption Center.

  ●Microchipping

     We want to encourage government to include budget for free microchipping locally. For instance, Quezon City offers free microchipping, where a small chip is implanted in an animal's body for identification. Chipped and registered pets will be easier to reunite with their owners Registration of the owners is needed afterwards, to help locate the animal’s caretaker, in the event the pet is caught outside its home.

     Helping Stray animals like Max is one of the most rewarding things you can do. Even the smallest things can have significant effects on the lives of animals in the shelter.
