Vancouver & Burnaby Council: Stop Dangerous Traffic in Vancouver and Burnaby Heights

Petition to Restore Safety in Vancouver Heights and Burnaby Heights
Over the past 24 months, residents of Vancouver Heights and Burnaby Heights (“the Heights”) have experienced a dramatic and dangerous increase in commuter traffic using local residential streets as primary routes to downtown Vancouver and the North Shore. This has resulted in:
- Traffic volumes on residential roads reaching up to 600 vehicles per hour.
- A serious side-impact collision rate on North Boundary Road (between Cambridge and Franklin) that ICBC statistics show is 200–300% higher than on Gilmore or Willingdon.
- At least one child struck by a vehicle while crossing North Boundary.
- Vehicles regularly travelling up to 90 km/h on North Boundary.
- Drivers frequently refusing to yield to pedestrians, and at times honking, shouting, or swerving around them.
- Vancouver Police Traffic Section officers advising, after on-site observation, that Heights road infrastructure is unsuited to current traffic volumes and poses a substantial safety risk.
- Repeated resident concerns to Vancouver Mayor Sim and Council receiving little or no meaningful response.
- Written confirmation from Vancouver Traffic Engineering management that mitigating these dangers is not part of any current or future City plan.
The Heights is a quiet, primarily single-family residential neighbourhood with four elementary schools and numerous parks. It features narrow streets with heavy pedestrian, cycling, and recreational use, and was never designed to function as a commuter corridor.
We, the undersigned, respectfully urge Mayor Sim, Mayor Hurley, and their respective Councils to act promptly to restore safety and livability in the Heights by moving commuter traffic back to designated routes and implementing the following measures, among others:
- Reduce speed limits throughout the Heights—especially on North Boundary Road—to 40 km/h.
- Install four-way stops, curb extensions, and marked, illuminated crosswalks on North Boundary at Oxford, Triumph, and Pandora.
- Restrict commuter traffic through the Heights during peak periods (5:30–9:00 a.m. and 3:30–6:00 p.m., weekdays), including measures such as limiting left turns from Hastings into the Heights in the morning and right turns from the Cassiar Connector onto Bridgeway in the afternoon.
- Convert one lane of the North Skeena tunnel to a bike lane, with the remaining lane serving alternating vehicle traffic.
- Implement additional traffic-calming measures as needed.
These actions are urgently needed to protect residents—especially children—and to restore safety and calm to our neighbourhood
