

Utah Child Protection Act
The Issue
To the Governor, Legislature, and Citizens of Utah:
We, the citizens and residents of Utah, petition the State of Utah to enact stronger legal protections for children and victims of sexual violence through the following legislative reforms:
1. Capital Punishment for Aggravated Sexual Assault of a Child Under 12
We call upon the Utah Legislature to establish the maximum criminal penalties, including capital punishment where constitutionally permissible, for individuals convicted of aggravated sexual assault against a child under the age of twelve.
Children are among the most vulnerable members of society. Crimes committed against them inflict lifelong physical, emotional, and psychological trauma. Utah must send a clear message that the sexual abuse of children will be met with the harshest penalties available under the law.
2. Lifetime Sex Offender Registration for Serious Sexual Crimes
We petition the State of Utah to require permanent sex offender registration for individuals convicted of serious sexual offenses involving minors, violent sexual assault, repeat offenses, or aggravated sexual crimes.
Individuals convicted of these offenses should not be permitted to petition for removal from the sex offender registry. Communities and families deserve long-term transparency and protection from repeat offenders.
3. Legal Protection for the Use of Deadly Force to Stop Sexual Assault
We petition the State of Utah to clarify and strengthen self-defense laws to explicitly permit the use of reasonable deadly force when necessary to prevent or stop an active sexual assault against oneself or another person.
Victims and bystanders should not fear criminal prosecution when acting in defense of innocent life and bodily safety during a violent sexual attack.
