Force health insurance companies to cover bilateral epididymectomy for sterilization

Force health insurance companies to cover bilateral epididymectomy for sterilization
The Issue
I want health insurers in both California (my own home state) and other US states to be legally required to FULLY cover bilateral epididymectomy ("epididymectomies" is the plural version) for sterilization purposes for men. (A bilateral epididymectomy is the surgical removal of the epididymis--as in, the tube responsible for sperm maturation and motility--on both sides of a man's scrotum.) Vasectomies fail WAY too frequently--with there literally being THOUSANDS of vasectomy failures for every several million vasectomies! That's A LOT and WAY too much! Thus, I want men to have access to a MUCH more effective sterilization procedure (bilateral epididymectomy) and to have this procedure FULLY covered by their health insurance. I know that some or even many women already have bilateral salpingectomy for sterilization purposes covered by their own health insurance, and if women are able to get their Fallopian tubes removed in their entirety AND to have their insurance FULLY cover this, why exactly should men be unable to get MUCH more extensive reproductive tubing removal AND to have their insurance FULLY cover this? After all, a bilateral epididymectomy is ASTRONOMICALLY less likely to fail than a vasectomy is--which means less men's lives being ruined as a result of them being forced to pay child support for 18+ years, less unplanned pregnancies, and less unwanted children being born. What exactly is not to love about all of this? Completely serious question.
