

Hannibal Directive and Unlawful Military Practices
The Hannibal Directive was a classified IDF military code that directed soldiers to go as far as killing hostages in an attempt to prevent combatants from taking any.
Israel previously lied to the global community claiming that it had no such code which could violate international law.
But in 2016, IDF member Lt. Gen. Gadi Eisenkot admitted to its existence, and claimed to have ended the Hannibal Directive and replaced it with a new one.
October 2023 killings (post 10/07/2023)
Mondoweiss has gathered a number of reports, including from survivors indicating that Israelis were killed due to Israeli shelling, bombardment, and "cross fire."
IDF personnel have also admitted this to be the case, per the report, stating that they had to make the "difficult decision" to fire (indiscriminately), knowing Israelis would be killed.
Independent Investigations
Israeli government's repeated pattern of lying, neglect for rules of war, committing war crimes, and crimes of genocide are proof that the international community cannot take the government's "word" for who is to blame for civilian killings.
There must be independent investigations into how victims were killed in any instance where Israel claims Hamas carried out massacres.
