URGENTLY CHANGE and ENFORCE MALTA'S WEAK ANIMAL WELFARE LAWS
The Issue
All of us who truly respect animals URGENTLY DEMAND that the present Animal Welfare Laws be updated and changed to Reflect the Five Freedoms of Animal Welfare as established in the UK in 1965.
We also ask that in the animals' best interests, new criteria are introduced and established when it comes to the choice for employment of Animal Welfare Officers.
We Believe that it is of extreme importance that Animal CSI is introduced; Using Forensics to Make and Win Animal Cruelty Cases.
It is ridiculous, to say the least, that after the Animal Welfare Officers, often assisted by the Animal Law Enforcement Police, have taken an animal abuser to Court, the Case is thrown out of the window cause of absurd laws and not enough medical evidence.
The Five Freedoms is a core concept in animal welfare that originated in a UK government report in 1965 and was then refined by the Farm Animal Welfare Council. It states that an animal’s primary welfare needs can be met by safeguarding the following five freedoms:
1. Freedom from Hunger and Thirst – by ready access to fresh water and a diet to maintain full health and vigor.
2. Freedom from Discomfort – by providing an appropriate environment including shelter and a comfortable resting area.
3. Freedom from Pain, Injury or Disease – by prevention or rapid diagnosis and treatment.
4. Freedom to Express Normal Behavior – by providing sufficient space, proper facilities and company of the animal’s own kind.
5. Freedom from Fear and Distress – by ensuring conditions and treatment which avoid mental suffering.
It is the function of the Animal Welfare Council to introduce laws.
It is only the Animal Welfare Department, together with the police, that is then authorized to actually implement these laws
