However, despite landowners actively participating on the Delhi Development Authority (DDA) Land Pooling Portal, the ground-level development and rollout of essential infrastructure (such as water, sewerage, and roads) remain stalled.
The delay in operationalizing the policy—and the finalization of the Master Plan for Delhi—has caused significant distress and financial uncertainty for thousands of families and small landowners who have tied their life savings to these land parcels.
To restore investor confidence, resolve the severe affordable housing shortage, and stop unauthorized construction, we humbly request your good office to:

1. Ensure coordination between  the DDA and Union Ministry of Housing & Urban Affairs to fast-track the Final Development Licenses and infrastructure layout in high-participation sectors.

2. Establish a time-bound roadmap for mission-mode execution of civic amenities across all participating urban villages.

3. Facilitate state-level clearances required to expedite sector-level developmental approvals.
