Urgent Petition for the Terrorist Designation of the IRGC Under EU and National Law
The Issue
To the Ministry of Foreign Affairs of Spain and France,
We address you with urgency regarding the Islamic Revolutionary Guard Corps (IRGC), an entity whose actions meet the legal criteria for designation as a terrorist organisation.
The IRGC has:
• Systematically committed crimes against civilians, including lethal force against peaceful demonstrators.
• Engaged in widespread arbitrary detention, torture, and enforced disappearance, as documented by UN mechanisms and international human rights bodies.
• Provided material, financial, and operational support to terrorist organisations, contributing directly to regional and international insecurity.
These actions constitute violations of international human rights law, international humanitarian law, and counter-terrorism conventions.
We formally request that your government initiate and support the legal process required to designate the IRGC as a terrorist organisation under national and European Union frameworks.
Failure to act undermines international legal norms and emboldens further abuses.
We trust your office will act in accordance with its legal obligations and moral responsibility.
