I am writing to bring to your urgent attention a serious and illegal practice currently being carried out by the Thiruvananthapuram Municipal Corporation under the directions of the BJP Mayor Shri VV Rajesh.

Under the guise of the Animal Birth Control (ABC) programme, the local authorities are capturing community dogs from all over the city . However, contrary to the law, these dogs are never returned to their original territories. They are being kept in a secret place and no one is allowed to see them. 

This wholesale removal violates the Animal Birth Control Rules and Supreme Court guidelines, which mandate that stray dogs must be released back into the exact spot from which they were caught after sterilization and vaccination. 

This illegal displacement is creating a severe public crisis in the city:

Territorial Vacuum: Removing the resident, vaccinated dogs has left territories empty.

Canine Influx: New, unsterilized, and unvaccinated dogs from surrounding areas are moving into these vacuums.

Increased Conflict: This constant territorial disruption has led to a noticeable rise in dog fights and dog bite incidents, severely compromising public safety. 

The current approach of the Trivandrum Mayor and municipality is counterproductive, unscientific, and illegal. It defeats the very purpose of the ABC programme. We think it is being done deliberately to bring a bad name to your government and also to alienate the thousands of people who look after animals. According to a survey done recently 4 out of 10 people own pets , there is an animal welfare society in every college and there are over 10,000 feeders and caretakers. This is alienating all of them.

I earnestly request your immediate intervention to ensure that the Thiruvananthapuram Municipal Corporation strictly adheres to the law, halts the permanent removal of community dogs, and ensures all captured dogs are returned to their respective localities.
