To: The United Nations Security Council, the UN High Commissioner for Human Rights, and the UN Support Mission in Libya (UNSMIL) 

We, the undersigned, demand the following:

Since 23 August 2026, the Libyan Arab Armed Forces (LAAF) under General Khalifa Haftar have carried out at least 30 executions by firing squad in eastern Libya, with at least 50 more men facing imminent execution.  These killings follow secretive, torture-tainted trials before military courts - in direct violation of a Libyan Constitutional Court ruling declaring such trials unconstitutional. 

This mass execution spree has shattered Libya's 15-year de facto moratorium on the death penalty and constitutes a grave violation of international human rights law. 

We call on the UN to:

Immediately refer the case to the International Criminal Court (ICC) for investigation of crimes against humanity and war crimes. 
Impose targeted sanctions (asset freezes, travel bans) on all officials who ordered, oversaw, or carried out these executions. 
Demand an immediate and verified halt to all further executions in eastern Libya, with the release of all prisoners on death row. 
Establish an independent UN investigative mechanism to document all executions since 23 August and ensure accountability. 
Escalate the matter to the UN Security Council for a formal resolution, rather than limiting response to statements of "concern."
Pressure all member states (including those providing military or financial support to the LAAF) to make continued support conditional on an immediate cessation of executions. 
The UN's response so far - a statement of "serious concern" on 16 September - is grossly insufficient.  Dozens of people may be executed before this is written. Silence in the face of state-sponsored killing is complicity.

We demand action, not statements.
