Urgent Changes to the juvenile law to hold serious offenders accountable

The Issue

Requesting all to raise your voice for strengthening the road safety measures & enforce strict driving laws and Justice via modifications to the Juvenile law and the Motor vehicle Acts Section 199 & 199A .

This petition has been formed in view of the recent road killings being treated as “Accidents” that have been happening frequently at the hands of the juveniles :- Sahil Dhaneshra case (Delhi,Dwarka- Feb 2026) , Pune Porsche case (2024) , Dhrumil Patel Ghatkopar case (Feb 2026) , Srinivas Tandle case (March 2026) & several others. 

If this is not raised now ,in future it can be anyone’s family member..

Smt. Inna is a single parent who, for 23 years, has poured her love, hopes, and dreams into raising her son, Sahil Dhaneshra. Sahil, a bright and talented young man, full of ambition and potential, was tragically taken away in a moment that should never have happened. His future was stolen when a 17-year-old, unlicensed and reckless driver ended Sahil's life in Dwarka, Delhi on 3rd February 2026 .

The young driver, Aksharta Singh, committed what can only be described as a grave offense - driving without a license and at dangerous speeds, resulting in the death of an innocent person. Yet, he is out on bail, having been released on a mere financial bond, completely undermining the severity of the crime committed !!!

In a similar case such as the Pune Porsche case , the criminal was just made to write a mere essay !!

On 24th march in Kalyan yet another juvenile hit a 42 year old cyclist who was declared dead on arrival in the hospital…

It’s disgusting that after the loss of precious human lives , the criminals are set free with trivial things like a bond paper & an essay !!!

How come a precious human life is written-off in lieu of such trivial things ??

The juveniles nowadays are toying around with people’s lives frequently..
Who’s accountable & responsible for such things if the criminals are set free like this ?

Does the judicial system wants to convey the message to the society that if you are a juvenile then you can murder anyone , commit any heinous crime & still get away easily ??!

Is the value of human life so insignificant in India???

Is the judicial system so weak in India that only the offender’s age is taken into consideration completely ignoring the consequences & the gravity of the incident ??

This tragic incident raises serious questions about the current state of juvenile law in India, which remains alarmingly lenient. In instances where young lives are lost due to the reckless actions of those below the age of majority, the justice system must ensure that perpetrators are held accountable, in line with the consequences of their actions. If these laws aren’t made stricter & enforced strictly on the offenders such things will keep on happening .. then what role is our judicial system playing in this?

The unfortunate and preventable death of Sahil Dhaneshra is not an isolated case. We have seen similar instances, such as the Pune Porsche case, where juveniles indulged in reckless behavior with little to no severe repercussions. The protection currently offered by juvenile law inadvertently shields young offenders from facing appropriate consequences, even in cases of manslaughter.

What's more, the ease with which these juvenile offenders are released on bail, and the perceived lightness of their punishment, sends a dangerous message of indifference towards the value of human lives and the trauma of the victims' families. The legal framework needs urgent reform to reflect the grievous nature of such crimes and reinforce societal norms that prioritize human life and safety. 

The current maximum years of juvenile imprisonment is upto 3 years which is extremely lenient in comparison to the gravity of the brutal killings that the juveniles have been committing under the name of ‘Accidents’ .

We propose that in cases involving the loss of innocent lives, such as Sahil's, juveniles should be tried similar to adults & should be punished from at least 20 years of jail upto life imprisonment to ensure justice is served duly; especially the ones who are nearing the age of 18 years and this offence should be strictly treated as  “non-bailable” to ensure that such killers do not step out on road to kill yet another person & their driving license must be revoked for life-time. Besides, their parents must also be held accountable & penalised under strict laws. 

This step could act as both a deterrent and a requisite action of justice, ensuring that those committing such severe offenses are made to understand the gravity and implications of their actions.

We urge the lawmakers and judicial bodies of India to re-evaluate and reform the juvenile justice system. It is time to introduce stricter provisions that appropriately address severe crimes, irrespective of the offender's age.
