URGENT CALL to RESTORE/AFFIRM LAND OWNERSHIP of MHAI-PANGARAP VILLAGE RESIDENTS
The Issue
DEAR MR PRESIDENT FERDINAND BONGBONG MARCOS JR and Department of Human Settlement and Urban Development Secretary JOSE RIZALINO “JERRY” L. ACUZAR:
We, the 40,000+ Residents of Bgy 181 and 182 Pangarap Village, North Caloocan City, hereby submit this petition for the Government to AFFIRM the Land Ownership of more than 3,000 Title Holders since 1970s. It is the government’s duties and responsibilities to take care of the lives and welfare of their citizens.
It has been more than 50 years of occupancy of the bonafide residents as granted by the Philippine Government from Presidential Decree 293 to PD 957. The former President Ferdinand E. Marcos Sr has offered the buyers and builders in good faith an opportunity to dwell and purchase land in Pangarap Village (formerly Bo Makatipo) through Malacanang Homeowner Association, Inc).
Due to unjust and unfair court decisions who disregarded the rights of majority of bonafide residents to favor a developer, the people has been suffering for more than 3 decades from the hands of Carmel Development Inc (CDI). They cut off electricity, water and basic supplies, closed our gates, and series of human rights violations. Our village is surrounded by threatening and heavily armed men. We are Filipino Citizens in Caloocan City and we deserve to live a normal life too. We don’t deserve any kind of oppression and intimidation so they can take our properties and future by force.
The problems of land grabbing and ownership of the residents of Bgy 181 and 182 Pangarap Village, North Caloocan City (Tala Estate) are more than 3 decades now.
The problems of inequality with the rich and powerful against the poor and the powerless are evident and occurring inside Pangarap Village, North Caloocan City (Tala Estate).
Araneta Group of Companies: Carmel Farm Inc, Carmel Development Inc. and the Aranetas have been pressing for their controversial private ownership claim over Pangarap Village, a land area of 156 hectares that served as relocation or retirement area to many (40,000+) government, military personnel and urban poor for over 50 years now thru Proclamation 843, s. 1971, PD 293, s. 1973 and PD 957, s. 1976 and Letters of Instructions by the former President Ferdinand E. Marcos Sr.
Our President of the Philippines and Department of Human Settlements and Urban Development have to RESTORE the ownership of land to Malacañang Homeowners Association, Inc (MHAI) - Pangarap Village bonafide residents since 1970s on the soonest possible time to stop the harassments (arson, illegal and forceful demolition), human right violations, depravation of basic utilities, blocking major roads access, and killing of innocent lives. If not attended with urgency by our beloved and merciful President this community turmoil, chaos and unrest will continue until the next generations and many lives will continue to suffer and loss as apparent scenario for over 30+ years now.
