Urgent Appeal to CM & DyCM of Karnataka: Stop the Unscientific Ward Delimitation – Protect

Subject: Objection to New Ward Delimitation – Yelachenahalli (Ward 220)
We, the undersigned residents, social activists, and members of Residential Welfare Associations (RWAs) from Yelachenahalli and nearby areas, submit this public petition to strongly object to the proposed new ward delimitation under GBA draft notification (Ref: UDD 293 BBS 2025).
The proposed delimitation for Yelachenahalli is unscientific, non-participatory, and administratively unsustainable. It will harm the development prospects of our area and weaken democratic representation.
Our Major Concerns:
- Unscientific and Arbitrary Boundaries

- The proposed map divides Yelachenahalli into disjointed and irregular shapes that defy natural geography and established layouts such as Kumaraswamy Layout and Kanaka Nagar.
- This will cause confusion in governance, service delivery, and planning.
2. Fragmentation of Communities

- The delimitation splits cohesive residential and social clusters, weakening local civic unity and collective representation.
3. Reduced Representation for Marginalised Groups
-
- Economically weaker and minority groups are scattered across new wards, reducing their voice and visibility in local decision-making.
4. Violation of Government of Karnataka Guidelines
-
- The proposal violates G.O. No. UDD 4 MLR 2014 dated 15.02.2014, which mandates compactness, geographical contiguity, and avoidance of arbitrary fragmentation.
5. Lack of Consultation and Transparency
-
- During the delimitation activity, the representation team did not consult local social activists, community leaders, or residential welfare associations (RWAs).
- This complete absence of public discussion violates the principle of participatory local governance envisaged by the 74th Constitutional Amendment.
6. Financial and Administrative Burden

- If Yelachenahalli is split into three new wards, it effectively creates a new subdivision, requiring new office infrastructure, staff, and administrative budget.
- Where will the Government source funds to build a new subdivision office?
- Each new ward will require Assistant Executive Engineers, Revenue Officers, and supporting staff — adding avoidable costs to the State exchequer.
7. Impact on Development and Civic Services

- The irregular, stretched boundaries will complicate garbage collection, road maintenance, and drain management — reversing the development progress made under the existing Ward 220 structure.
Our Humble Appeal:
We, the citizens of Yelachenahalli and surrounding areas, urge the Hon’ble Chief Minister and Deputy Chief Minister to kindly:
- Intervene and review the proposed delimitation for Yelachenahalli;
- Direct BBMP to withdraw or revise the draft in accordance with G.O. No. UDD 4 MLR 2014;
- Ensure scientific, transparent, and inclusive delimitation with proper consultation of residents, social activists, and RWAs;
- Protect the community identity, representation, and development continuity of Yelachenahalli.
