PETITION: URGENT ACTION TO COMBAT ALL FORMS OF POLLUTION AND ENSURE ENVIRONMENTAL JUSTICE IN INDIA

The Chief Ministers of All States& Union Territories

The Chairperson,National Green Tribunal

 

We, the concerned citizens, residents, and well-wishers of India, hereby petition the Government of India and all relevant authorities to take immediate, decisive, and comprehensive action to combat the severe and life-threatening pollution crisis engulfing our nation.

 

Our fundamental Right to Life and a healthy environment, guaranteed under Article 21 of the Constitution, is being violated daily. India faces a toxic emergency affecting its air, water, and soil, directly impacting public health, ecological balance, economic stability, and our collective future.

 

Our Grave Concerns:

 

1. Air Pollution: Our cities consistently rank among the world's most polluted. Toxic smog laden with PM2.5, PM10, nitrogen oxides, and other carcinogens causes millions of premature deaths, respiratory illnesses (asthma, COPD), cardiovascular diseases, and impacts children's cognitive development. Stubble burning, vehicular emissions, industrial discharge, and construction dust remain largely unchecked.

2. Water Pollution: Our rivers, lakes, groundwater, and coastal waters are becoming toxic sewers. Industrial effluents (containing heavy metals, chemicals, and dyes) and, critically, RAW, UNTREATED DOMESTIC SEWAGE are discharged directly into local water bodies. This kills aquatic life, contaminates drinking water sources, and breeds water-borne diseases like cholera, typhoid, and hepatitis. The sacred Ganga, Yamuna, and countless other rivers are in a state of critical distress.

3. Soil & Land Pollution: Indiscriminate dumping of industrial waste, hazardous materials, and the widespread failure of legitimate Solid Waste Management (SWM) systems poison our soil. Open dumpsites and burning of mixed waste release toxic leachate and fumes, contaminating food chains and groundwater. The non-implementation of segregated waste collection, processing, and scientific landfill management is a national failure.

4. Systemic Failure in Sanitation & Waste Management: The promise of "Swachh Bharat" remains incomplete without a functional end-to-end waste processing chain. The absence of proper, legit, and comprehensive sewerage networks and functional Sewage Treatment Plants (STPs) in countless towns and cities is the primary cause of water pollution. Untreated sewage is the largest contributor to water contamination.

 

Our Demands:

 

We urge the Government of India and all State Governments to enact and enforce, without delay, a National Environmental Emergency Mission with the following actionable points:

 

1. ENFORCE & STRENGTHEN LAWS: Strictly enforce the Air (Prevention and Control of Pollution) Act, Water (Prevention and Control of Pollution) Act, and Environment Protection Act. Impose heavy penalties on violators, including industries and municipal bodies failing sewage treatment.

2. REVOLUTIONIZE SOLID WASTE MANAGEMENT:

   · Ensure 100% source segregation of waste (wet, dry, hazardous) across all municipalities.

   · Ban single-use plastics and promote circular economy models.

   · Mandate and fund the establishment of material recovery facilities, composting plants, and biogas plants in every district.

   · Phase out and scientifically close all open dumpsites; replace with engineered sanitary landfills only for inert waste.

3. OVERHAUL SEWERAGE & WASTEWATER TREATMENT:

   · Launch a time-bound "Sewerage for All" mission to build comprehensive underground sewer networks in every urban and peri-urban area.

   · Mandate that NO SEWAGE is discharged into rivers, lakes, or seas without secondary/tertiary treatment. Ensure all existing STPs are modernized and operated at full capacity.

   · Implement strict real-time monitoring of effluent outlets from industries and STPs.

4. COMBAT AIR POLLUTION HOLISTICALLY:

   · Accelerate the transition to renewable energy and strengthen emissions standards for industries and thermal plants.

   · Fast-track electrification of public transport and promote non-motorized transit.

   · Provide sustainable and economically viable solutions to farmers to eliminate stubble burning.

5. REMEDIATE POLLUTED SITES: Identify and begin scientific remediation of critically polluted industrial sites and river stretches.

6. PUBLIC PARTICIPATION & TRANSPARENCY: Create mandatory public portals with real-time air and water quality data, STP performance reports, and waste processing statistics. Empower citizens and civil society in monitoring.

 

We can no longer afford piecemeal solutions or policy paralysis. The health of our people and the integrity of our natural heritage are at stake.

 

We call upon you to act with the urgency this crisis demands. Implement a coherent, well-funded, and time-bound national action plan to free India from the shackles of pollution and secure a clean, healthy, and sustainable future for all.
