Urgent: 80+ G-Tech/USACE SIV Applicants Left Behind Due to HR & Supervisor Negligence

The Issue

Description:

We, the undersigned, urgently call for the reconsideration of Special Immigrant Visa (SIV) applications for over 80 individuals who have been left in perilous situations due to administrative failures. These individuals are former employees of the U.S. Army Corps of Engineers (USACE) who worked through Global Technology, showing unwavering dedication to their roles even as Afghanistan faced collapse.

Background:

Our work with Global Technology on behalf of the USACE was critical and extensive. We contributed to various high-stakes projects, performing essential roles across different departments and functions. Our projects included:

Contract #W56KJD-15-C-0006: Project Name: ANA MOD Network System Administration and Technical Support Duration: 16 Sep 2013 - 15 Mar 2014 Contractor: Global Technology U.S. Government Entity: General Support Contracting Center, Building SR-5, Camp Phoenix, APO AE 09320

Contract #W56KJD-15-C-0012: Project Name: Afghan National Army Strategic Communications Network Operations and Maintenance Duration: 25 May 2015 - 24 May 2016 Contractor: Global Technology
U.S. Government Entity: Regional Contracting Center Qatar, Building 9033, APO AE 09898

Contract #W56SGK-16-C-0028: Project Name: National Army Network Operations Center (NOC) O&M and Bandwidth Support Duration: 25 May 2016 - 24 May 2018 Contractor: Global Technology U.S. Government Entity: Regional Contracting Center-Capital, New Kabul Compound (NKC), APO AE 09354-9998

Contract #W91B4N-18-C-2000: Project Name: National Army Network Operations Center (NOC) O&M and Bandwidth Support Duration: 25 Nov 2017 - 24 Nov 2018 Contractor: Global Technology U.S. Government Entity: Regional Contracting Center-Capital, New Kabul Compound (NKC), APO AE 09354-9998

Contract #W912ER-17-D-0003: Project Name: USACE Afghanistan Personnel Duration: 29 Jun 2017 - 15 Mar 2022 Contractor: Global Technology U.S. Government Entity: US Army Corps of Engineers-CETAM-CT, Middle East District, PO Box 2250, Winchester, VA 22604-1450

We worked faithfully in various roles, including engineers in civil, electrical, and mechanical fields, project management office (PMO) and admin teams, survey teams, data and translator teams, and more. Our contributions were vital to the success of these projects, which were registered and recognized by the U.S. government.

We have an extensive array of documentation to support our claims, including contracts, appreciation letters, pictures, badges, access letters, salary statements, direct email correspondence with USACE supervisors, and records showing that every 6 months or 1 year we underwent biometric processing with the USACE at NKC camp in Kabul, Afghanistan. Additionally, we are registered with Project Rabbit.

Current Situation:

Despite our extensive and dedicated service, our SIV applications have been unjustly denied twice:

Initial Denial: In 2023, after receiving Chief of Mission (COM) approvals, some of us completed interviews with the U.S. Embassy in Islamabad and Albania, while others awaited interviews in Afghanistan. All our cases were denied due to issues with the Letters of Recommendation (LORs), a problem stemming from supervisor negligence. We were instructed to obtain new LORs from different supervisors, a request that was both confusing and unfair.

Appeal and Second Denial: After submitting new LORs and appealing, we faced another denial over six months later. This time, the denial was based on claims that HR letters from Global Technology were insufficient, despite many other employees using the same documentation successfully.

Challenges: All the employees involved have been left behind in Pakistan, Albania, and, most critically, in Afghanistan, facing significant danger and severe financial hardship. Many are unable to work or even apply for jobs due to their biometric identification by the U.S. government, which has hindered their ability to seek employment or relocate.

Our Demands:

Immediate Review: We request a thorough and urgent review of our SIV cases, acknowledging the documented administrative failures.
Fair Resolution: We seek a fair resolution that recognizes our service and the unjust denials we have faced.
Safe Relocation: We urge for swift and safe relocation to the United States, fulfilling the promises made to us.
We have served faithfully and provided all required documentation. We ask the U.S. government and the National Visa Center (NVC) to address this issue with the urgency it demands and rectify this situation.

Contact Information for Global Technology Management:

We have also faced unresponsiveness from key personnel at Global Technology who were instrumental in our SIV process. Their contact details are as follows:

Naqibullah Mohd Ismail (Usmani) - CEO and Head of Global Technology, currently residing in Virginia, USA: naqibusmani9@gmail.com
Zalmai Hakimi - Former Deputy (Vice President) at Global Technology, residing in the USA: zalmai.hakimi@gmail.com
Abdul Fatah Nadimyar - Former Head of HR (who signed and issued all the HR papers), currently residing in Virginia, USA: fatah.nadimyar@gmail.com
Douglas J. Sims - Former Country Manager of Global Technology (who signed and issued the LORs): sims05@aol.com

Your support is crucial to ensuring justice and safety for those who have risked their lives for the U.S. government. Please sign this petition to advocate for a fair and immediate resolution.

We are open to sharing any documents that demonstrate our work and background with the U.S. government and to assist the NVC in reactivating our cases. We are also available for discussions with the media, writers, and newspapers. Please do not hesitate to contact us at: maissamsaee5@gmail.com.
