In recent months, Thailand has taken aggressive military actions against Cambodia, resulting in loss of life, destruction of property, and the displacement of countless civilians. These actions have heightened cross‑border tensions and placed vulnerable communities in immediate danger.

While this conflict has roots in a longstanding territorial dispute, it is essential that such issues be resolved through diplomacy—not force. Military escalation only deepens hostility, prolongs suffering, and destabilizes the region. Historical precedent makes this clear: aggression does not bring peace.

As an institution mandated to promote global peace and security, the United Nations must take decisive action. The UN already has established frameworks for conflict resolution, mediation, and peacekeeping that can and should be mobilized to de‑escalate this crisis. This is not merely a bilateral issue. Thailand’s actions risk destabilizing the entire ASEAN region, with potential consequences for international trade, security partnerships, and regional cooperation.

Human Impact on Cambodian Communities

Since July 2025, Cambodian communities along the border have endured violence, displacement, and fear as Thai military operations intensify. Families have been forced to flee their homes. Children, elders, and vulnerable people are living in uncertainty. Reports from the ground describe shelling, cross‑border attacks, and destruction that has no place in a peaceful region.

Multiple accounts from affected communities also report that Thai soldiers have looted homes, stolen property from civilians, and taken goods from local businesses. Such acts constitute pillage, which is strictly prohibited under international humanitarian law. These violations deepen the suffering of families already traumatized by conflict and displacement.

Threats to Cultural Heritage

Most alarming, these military actions have threatened and damaged Cambodian heritage sites—locations recognized globally for their cultural, historical, and spiritual significance. These sites are protected under international conventions, including the 1954 Hague Convention and UNESCO’s mandate to safeguard cultural heritage during conflict. Their destruction is not only an attack on Cambodia, but on humanity’s shared history.

We Demand That the United Nations:

• Launch an independent investigation into Thailand’s military actions along the Cambodia–Thailand border.
• Hold Thailand accountable for violations of international law, including threats to civilian life, looting of civilian property, and damage to cultural heritage.
• Ensure immediate protection for Cambodian civilians living in affected border regions.
• Require Thailand to comply with international rulings, including decisions by the International Court of Justice regarding Cambodian territory and heritage sites.
• Support humanitarian aid efforts for displaced and affected Cambodian families.
• Establish an international monitoring commission to oversee ongoing activities at the border and prevent further escalation.

Why This Matters

Cambodia has endured generations of trauma—from genocide to displacement to cultural erasure. Our people have fought tirelessly to rebuild, preserve our heritage, and protect our sovereignty. No nation should be allowed to endanger civilian lives, destroy sacred sites, or steal from vulnerable families without consequences.

Accountability is not optional. Peace is not optional. Cultural heritage is not optional.

The international community must not remain silent while a member state violates the principles of peace, respect, and cooperation that the United Nations was created to uphold.
