Urge the UK Government to Withdraw Support for TotalEnergies' Harmful Gas Project in MOZ

The Issue

Right now, French oil giant TotalEnergies is pushing to restart its controversial $20 billion Mozambique LNG project—a massive fossil gas development that has already cost lives, displaced communities, and violated fundamental human rights and environmental obligations.

This project, located in the Cabo Delgado region, has been suspended since 2021 after an attack by ISIS-linked insurgents left 183 workers trapped, resulting in 10 deaths and widespread displacement. Since the conflict began in 2017, an estimated 6,000 people have been killed and over 600,000 displaced.

Despite this humanitarian crisis and public outcry, TotalEnergies is moving forward—while under investigation in France for corporate manslaughter and facing a historic greenwashing lawsuit for falsely advertising its carbon neutrality goals. The company continues to expand fossil fuel projects like Mozambique LNG, while misleading the public about its climate commitments.

But we have a chance to stop this.

The UK government has pledged $1.15 billion through its export credit agency—money that is crucial for the project to proceed. Yet the final decision has not been made. If the UK withdraws this support now, the entire financing deal may collapse.

Crucially, this funding violates the UK’s commitment made at the COP26 climate summit, where it joined 33 other countries in pledging to end public finance for fossil fuels abroad.

Continuing to support Mozambique LNG would be a clear breach of that promise, as well as the UK’s international obligations to uphold human rights in business operations overseas.

Furthermore, local communities in Mozambique report being under-compensated for the loss of their land, which many rely on for subsistence farming. The promised economic benefits have not materialised, and experts warn the project could become a costly liability in a global market already oversupplied with gas.

This is not climate justice. This is exploitation.

We call on the UK government to:

  1. Immediately withdraw financial support for the Mozambique LNG project.
  2. Uphold its climate commitments made at COP26.
  3. Ensure that UK public funds are never used to support fossil fuel expansion or projects that violate human rights.

The UK has a chance to lead with integrity and set a precedent for ethical and climate-aligned foreign investment. Let’s make sure it does.
