Today, May 15, 2026, is the last day of the warning period for my intent to file a civil action in sixty (60) days pursuant to the citizen suit provision of the Noise Control Act (42 U.S.C. § 4911(a) and (b)). 

After none of the parties addressed in my certified letter has responded, I am disclosing my letter to the public. I am also appealing to every individual in the USA with an interest in seeking relief from noise and/or air pollution caused by interstate highway traffic to consider writing a similar letter to the responsible parties addressed in my letter. I am asking each of you to review my letter and write a letter using the following sections and pages of my letter as a template.

On May 16, 2026, I will start working on the first draft of my civil complaint. After contacting over fifty-two private attorneys, environmental agencies, and civil rights organizations, I will file my civil complaint as a self-litigant.

 

I am asking the public to take formal and potentially legal actions by writing an "intent to file a civil action in sixty (60) days". It is time to hold the responsible parties accountable for addressing noise and/or air pollution, mitigating risks to the health, welfare, and encumbering the use and value of the property of people living in proximity to the impact of an interstate highway.
