Urge Springdale Borough to overturn the 287(g) agreement

The Issue

In the fall of 2025, the Springdale Borough police department entered into a 287(g) Agreement with federal immigration authorities - without a public discussion or vote by Council - a move that has sparked concern and apprehension within our community. This agreement authorizes local law enforcement officers to perform immigration law enforcement functions, which can lead to racial profiling, fear among immigrant communities, and a breakdown of trust between the local police and the diverse community they serve. So far, Springdale police officers have appeared to assist federal immigration officers in at least one raid and detainment of a neighbor. Many of the immigrant residents and taxpayers in Springdale Borough and surrounding communities within the Allegheny Valley School District are living in fear, regardless of their citizenship status.

The 287(g) program has been criticized nationwide for its inefficacy and its role in exacerbating racial and ethnic discrimination. According to the American Immigration Council, jurisdictions participating in this program experience increased risks of unlawful arrests and legal liabilities due to potential civil rights violations. Furthermore, studies have shown that such agreements do not significantly improve public safety but instead foster a climate of fear, leading community members to avoid reporting crimes or cooperating with local law enforcement.

It is imperative that Springdale Borough prioritizes the safety, trust, and unity of its local community over federal immigration enforcement responsibilities. By overturning this agreement and passing a non-cooperation resolution with federal immigration authorities, Springdale Borough can take a stand for civil rights and demonstrate its commitment to protecting all its residents, regardless of their immigration status. Cities and towns across the nation and in Allegheny County have successfully adopted similar resolutions, fostering environments of inclusivity and mutual trust.

We urge the Borough Council to act in the best interest of all its constituents by overturning the 287(g) Agreement and adopting a policy of non-cooperation with federal immigration authorities. Doing so will strengthen community ties and ensure that all residents feel safe and secure within Springdale Borough.
