Let's support this request for the Resolution to reimburse the $150 municipality fee to the concealed carry permit applicants. In June 2025, Englishtown became the first town in the state to approve a resolution that provides for a refund of the excessive fees that the town is required to collect under state law to complete a background check to obtain a permit to carry a handgun.
Under NJ law, gun owners have to apply for three different permit types. An FID card that costs $50, a pistol purchase permit that costs $25, and a permit to carry a handgun that costs $200. The rules that apply to the background check process are the same for each type of permit. Why does one version cost $25, and the same background check for a different permit costs $200?
These excessive fees for a permit to carry were clearly put in place by the state legislature to discourage people from exercising a core constitutional right. We wouldn't put high fees on the right to free speech, the right to assemble, or the right to attend religious services.
In the US, women in poverty are more likely to be victims of gender-based violence, but less likely to get help from health professionals or the police. Placing excessive fees on the right to self-defense discriminates against women, against the poor, and against minorities, groups of people who are often most likely to need to defend themselves.
I strongly urge all towns around the state to consider adopting the same Resolution as Englishtown did (Resolution 2025-101, Englishtown, NJ).
