Petition to Prime Minister Mark Carney: Protect Canada from Anti-Indian Hate, Foreign Interference and Coordinated Online Campaigns

To: The Right Honourable Mark Carney, Prime Minister of Canada

Canada must not allow racial hatred or foreign influence to divide our communities.

Canada is a diverse country built on immigration and multiculturalism. Canadians should be able to have open and legitimate discussions about immigration, housing, employment, population growth, international students and government policy.

However, legitimate political debate must never become an excuse to target an entire ethnic or national community.

There is growing concern about the increasing amount of anti-Indian rhetoric appearing online in Canada, including claims portraying Indians and Indian Canadians as a problem or threat to Canadian society. In some cases, this rhetoric goes beyond criticism of government policy and becomes racial stereotyping, harassment, dehumanization and hostility toward an entire community.

Singapore has already taken action.

Singapore has recently used its laws to take action against social-media content targeting its Indian community and promoting narratives that could inflame racial hostility.

Singapore’s authorities have also investigated whether the material may have originated from outside Singapore and raised concerns about the possibility of external influence and foreign interference.

This raises an important question for Canada:

Could similar foreign-influence operations or coordinated online campaigns be contributing to the growing anti-Indian sentiment being seen in Canada?

We are not claiming that China—or any other foreign government—is responsible.

Instead, we are asking the Government of Canada to investigate the possibility.

Canada has already recognized that foreign interference and transnational influence can pose serious threats to Canadian democracy and social cohesion. Any foreign actor attempting to deliberately exploit racial tensions between Canadians should be identified and stopped.

We are calling on Prime Minister Mark Carney and the Government of Canada to:

1. Investigate coordinated anti-Indian online campaigns

Examine whether organized networks, foreign actors, bots, state-linked entities, or coordinated influence operations are contributing to anti-Indian racial hatred and misinformation in Canada.

2. Examine the Singapore approach

Review the measures Singapore has used to respond to online content that promotes racial hostility and determine whether similar protections could be adapted to Canada’s constitutional and legal framework.

Canada does not need to copy Singapore’s laws word-for-word. However, Canada should learn from international examples that address the deliberate use of online platforms to inflame racial tensions.

3. Investigate possible Chinese or other foreign involvement

Where credible evidence exists, Canadian national-security authorities should investigate whether Chinese state-linked actors, organizations, individuals, or other foreign interests are attempting to exploit anti-Indian sentiment to create division within Canadian society.

This is a request for investigation—not an accusation.

4. Protect Indian Canadians from racial targeting

Indian Canadians should not be collectively blamed for Canada’s immigration, housing, employment or population-growth challenges.

Government policies can and should be criticized.

Individuals can be held accountable for their own actions.

But an entire ethnic community must not be treated as responsible for government decisions or the actions of individuals.

5. Protect freedom of legitimate political debate

This campaign is not asking Canada to censor criticism of immigration.

Canadians must remain free to debate:

immigration levels;
temporary residents;
international students;
housing affordability;
employment;
infrastructure;
border security; and
government immigration policies.
The distinction must be clear:

Criticism of government policy is legitimate. Racial hatred and collective targeting are not.

6. Strengthen transparency around foreign interference

If investigations identify foreign involvement in campaigns designed to exploit racial divisions in Canada, Canadians should be informed through appropriate public reporting, subject to legitimate national-security restrictions.

Why we are raising this now

The danger is not simply offensive speech.

The greater concern is the possibility that social-media platforms can be used to deliberately amplify racial resentment, create distrust between communities, and manipulate Canadians against one another.

Canada has experienced foreign-interference concerns before. We should not wait until racial division becomes significantly worse before investigating whether external actors are exploiting it.

If there is no foreign involvement, an investigation can establish that.

If there is foreign involvement, Canada must know who is responsible and how it is being conducted.

Either way, Canadians deserve transparency.

Our message to Prime Minister Mark Carney

Prime Minister, we ask your government to protect Canada’s multicultural society while maintaining the right of Canadians to have honest debates about immigration.

We ask you to:

Investigate.
Protect.
Expose foreign interference.
Combat racial hatred.
Defend Canada’s multicultural democracy.

Canada should never allow an ethnic community to become a scapegoat for complex national problems.

And Canada should never allow a foreign actor to exploit racial divisions for strategic purposes.

We are asking the Government of Canada to examine the lessons from Singapore, investigate potential foreign influence behind coordinated racial campaigns, and strengthen Canada’s ability to protect Canadians from organized racial hatred and foreign interference.

Canada’s diversity should be a strength—not a weapon that foreign actors can use to divide us.
