The individual responsible for this tragedy was Henry Ruggs III, a former NFL player, who was found to be driving under the influence at speeds exceeding 156 miles per hour.

This horrific event is not merely an accident but a gross disregard for human life. Ruggs chose to get behind the wheel while intoxicated and to drive at an alarmingly dangerous speed, actions that directly led to the loss of two innocent lives. Such recklessness has had an immeasurable impact on Tina's family and the broader Las Vegas community.
