Urge Congress to Designate the Muslim Brotherhood and Islamic Relief as Foreign Terrorist

The Issue

We, the undersigned, call on the United States Congress and the Department of State to designate the Muslim Brotherhood and Islamic Relief organizations as Foreign Terrorist Organizations (FTOs) under U.S. law, prohibiting their operations in the United States and imposing sanctions on their global activities. This action is critical to protect national security and align the U.S. with allies who have already taken steps to curb these groups’ influence.

 

The Muslim Brotherhood, founded in Egypt in 1928, is a transnational Islamist organization with a documented history of supporting extremist ideologies and terrorist activities through its affiliates. One of its branches, Hamas, is a U.S.-designated terrorist organization responsible for the October 7, 2023, attack that killed and kidnapped Americans and Israelis. The Brotherhood’s stated goal of establishing a global caliphate under Sharia law and its ties to violent groups like Hamas pose a direct threat to U.S. national security and the stability of allied nations.

 

Islamic Relief, including its U.S. branch (Islamic Relief USA), has been flagged for funneling funds to entities with alleged ties to the Muslim Brotherhood and Hamas. The United Arab Emirates (UAE), a key U.S. ally, designated Islamic Relief as a terrorist organization in 2014, citing its links to the Muslim Brotherhood’s network. The UAE also accused the Brotherhood-affiliated Al-Islah group of plotting to overthrow its government, leading to a broader crackdown on Brotherhood-linked entities.

 

Several Muslim-majority countries, including Egypt, Saudi Arabia, Bahrain, and the UAE, have banned the Muslim Brotherhood as a terrorist organization due to its destabilizing activities and support for extremist groups. Egypt outlawed the Brotherhood in 2013 after its brief rule under Mohamed Morsi led to widespread unrest, while Saudi Arabia and the UAE followed in 2014, citing the group’s threat to their governance and security. Jordan also banned the Brotherhood in 2025 for attempting to undermine its government. These nations’ actions highlight the global consensus on the dangers posed by the Brotherhood and its affiliates.

 

We urge Congress and the Department of State to:

1. Designate the Muslim Brotherhood and all its branches, including Hamas, as a Foreign Terrorist Organization under the Immigration and Nationality Act, banning its members from entering the U.S. and prohibiting material support to the group.

2. Designate Islamic Relief and its affiliates, including Islamic Relief USA, as terrorist organizations due to their alleged financial ties to the Muslim Brotherhood and Hamas.

3. Prohibit U.S. taxpayer funds from supporting organizations linked to the Muslim Brotherhood or Islamic Relief, as was done with the Holy Land Foundation, which was shut down for funneling money to Hamas.

4. Align U.S. policy with allies like the UAE, Egypt, and Saudi Arabia to curb the global influence of these organizations and protect national security.
