URGE CAMH to relocate VIOLENT offender away from victims families

The Issue

On September 16, 2013, my life changed forever when Nabil Huruy brutally murdered my husband, Dominic Parker, in a senseless act of violence. His death left an irreplaceable void in the lives of our family, friends, and community. My children were robbed of their father, a role model, and a constant source of love, guidance, and support.

More than a decade later, our family continues to live with the devastating consequences of that tragedy. Yet recently, the Centre for Addiction and Mental Health (CAMH) made the decision to place Nabil Huruy in a community residence located in close proximity to areas that I and other members of Dominic's family regularly frequent.

This decision was made despite concerns that were clearly communicated during the most recent Ontario Review Board hearing. We explained the significant emotional and psychological impact that this placement would have on our family and how it would continually re-traumatize those still grieving the loss of a loved one to violence. CAMH was made fully aware of these concerns, yet no meaningful action was taken to address them.

What makes this situation even more troubling is that there is an alternative 24-hour supervised residence available. This facility is located away from the victim's family and the places we regularly visit, while still being in close proximity to Nabil Huruy's own family and support network. Despite this reasonable and balanced alternative, CAMH has stated that it does not wish to pursue a transfer because it does not want to "uproot" him.

We believe this reasoning fails to adequately consider the ongoing trauma experienced by the victim's family. While Nabil Huruy's treatment and stability are important considerations, they should not outweigh the wellbeing and mental health of those who continue to live with the consequences of his actions every day. The existence of a suitable alternative residence demonstrates that a solution is available—one that better balances the interests of all parties involved.

We are not asking for punishment. We are asking for compassion, fairness, and consideration. We are asking CAMH to take all necessary steps to pursue an immediate transfer to an alternative supervised residence so that both Mr. Huruy's needs and the rights and wellbeing of the victim's family can be respected.

Victims and their families should not be forced to encounter constant reminders of the most traumatic event of their lives when a reasonable alternative exists. Healing from violent crime is a lifelong process, and decisions regarding community placements should take into account the lasting psychological impact on those left behind.

We urge CAMH and all decision-makers involved to reconsider this placement and relocate Nabil Huruy to the alternative supervised residence. This solution would allow him continued access to care and family support while providing Dominic's family with the distance necessary to continue healing.
