The Issue

Gloria Gray's dual roles have led to one of the highest water rates in California, and it's time for change. She currently holds two incompatible positions: West Basin Municipal Water District Director and Inglewood City Council Member. This concentration of power is unfair to the citizens of Inglewood and the broader community who rely on West Basin for water rates that are equitable and just.

Ms. Gray is in a position where she both sets the water rates and has the power to approve them, leading to a conflict of interest that results in unaffordable rates for residents. Accountability is vital, and this cannot happen when one person holds dual offices that should rightfully remain separate.

A quo warranto proceeding is vital to address this conflict of interest. Such a filing, if approved by the Attorney General of California, would allow citizens to challenge Gloria Gray's eligibility to hold both positions as per California Government Code Section 1099.

According to the California Legislative Analyst's Office, consistent increases in water rates have forced residents across the state to make painful choices between purchasing life's essentials and paying for exorbitant water bills. We, as concerned citizens, must stand against this conflict of interest that exacerbates these difficult decisions.

We call upon Rob Bonta, the Attorney General of California, to process the quo warranto filing initiated by the people of this community. This action will help ensure transparency, fairness, and uphold public trust in our institutions. Gloria Gray must be held accountable and made to choose between her current positions for the betterment of our community.
