Urge Albany Legislators to Pass Noah's Law

The Issue

Our Noah, a bright-eyed 10-year-old boy, a native of Niagara County, New York, experienced severe physical, mental and emotional abuse in an environment that should have been filled with love – his maternal grandfather's household. After months of what could be considered torture, Noah suffered a near fatal injury. His abusers were criminally charged and received sentences not mirroring their actions nor even remotely close to the life sentence that Noah received.  His grandfather received 25 years in state prison, his grandfather's girlfriend received just 3 years in state prison and his aunt was sentenced to just 6 months in county jail.  This result was no fault of law enforcement, but due to the current penal laws (260.16, 260.17, 206.36, 260.37, 260.40). 

Despite living in an era where child rights are championed, Noah's case shows there's a need for firm action and tighter laws against child abuse. Hence, we plea for Noah's Law to be passed in Albany (Senate Bill 3526/ Assembly Bill 4527). Noah’s Law creates the crimes of child abuse, vulnerable elderly person or incompetent or physically disabled person abuse, and torture.

Noah's Law aims to provide more robust child protection measures and stringent penalties for child abusers. It is a testament to the need for change in how our society protects its most vulnerable members. According to Childhelp, a report of child abuse is made every 10 seconds in the United States. Furthermore, the World Health Organization estimates that worldwide, up to 1 billion children aged 2–17 years have experienced physical, sexual, or emotional violence or neglect in the past year (2019). These alarming statistics underscore the urgent necessity of legislations like Noah’s Law.
