Petition Title
Urgent Appeal Against Educational Deprivation, Health Crisis, and Unsafe Drinking Water in Union Councils 14 (Kund) and 15 (Jabi), District Khushab, Punjab Pakistan
A Voice for 54,000 Neglected Residents
Introduction
I am a social activist and a proud resident of Basti Sher Wali, District Khushab. Every single day, I witness a painful reality: our daughters are forced to abandon their education after completing the 5th grade because the nearest high school is located nearly 18 kilometers away. For poor families living in remote villages, this distance becomes an impossible barrier.

Education is not a privilege; it is a constitutional and fundamental human right. Yet thousands of children, especially girls, are being deprived of their future simply because basic educational facilities do not exist in our area.

At the same time, our people are suffering from severe health problems caused by contaminated drinking water and the absence of proper healthcare facilities. Access to clean water, education, and healthcare are basic rights guaranteed to every citizen, but sadly our region has remained neglected for decades.

Today, we raise our collective voice on behalf of the people of Union Councils 14 (Kund) and 15 (Jabi), District Khushab.

Background and Educational Crisis
Union Council No. 14 Kund (Population: 13,839) and Union Council No. 15 Jabi (Population: 40,503) together consist of more than 54,342 residents.

Between the central locations of Khaliqabad and Jabi Sharif, there are only two high schools separated by a distance of approximately 15 to 18 kilometers. The population living within this neglected middle region — including Mouza Nara, Basti Sher Wali, Chanki, Buttaywala, and surrounding settlements — exceeds 21,000 people.

Despite the passage of decades since the independence of Pakistan, this entire region continues to suffer from educational deprivation and the absence of essential public services.

Educational Exploitation of Girls
According to official census records, girls in this entire region only have access to a few primary schools, including:

Government Girls Primary School Basti Sher Wali
Government Girls Primary School Pull Pindi Kora
Combined Primary Schools in Basti Hero, Chohak, Bauttay Wala, and Dera Shah Alam
After completing primary education, girls must travel long distances to continue their studies. Due to poverty, safety concerns, transportation issues, and social limitations, most families cannot send their daughters so far away every day.

As a result, more than 90% of girls discontinue their education after the 5th grade.

This is a direct violation of Article 25-A of the Constitution of Pakistan, which guarantees free and compulsory education for all children between the ages of 5 and 16.

Healthcare Crisis
Our area lacks even the most basic healthcare infrastructure.

There is no properly equipped emergency facility, maternity center, or accessible Basic Health Unit (BHU) for thousands of residents spread across a large rural region. Poor families are forced to travel long distances even for first aid, medicines, or emergency treatment.

Many precious lives are lost simply because healthcare facilities are unavailable in time.

Clean Drinking Water Crisis
The people of Basti Sher Wali and nearby villages are also facing a long-standing drinking water crisis.

Since the construction of Nehar Muhajir, underground water in the region has become bitter, saline, and chemically contaminated. Due to the negligence of the Public Health Engineering Department, residents are forced to drink unsafe pond water and polluted underground water.

As a result, waterborne diseases such as hepatitis, kidney diseases, stomach infections, and other serious illnesses are rapidly spreading among children and elderly citizens.

Clean drinking water is a basic human necessity, not a luxury.

Our Demands
We urgently appeal to the Chief Minister of Punjab, the Secretary of Education, the Secretary of Health, and the Public Health Engineering Department to immediately address these long-neglected issues.

Educational Reforms
Upgrade Government Girls Primary School Basti Sher Wali to a High School immediately.
Upgrade Government Elementary School Basti Sher Wali and Government Middle School Head Mir Ahmad to High Schools for boys.
Upgrade Government Girls Primary School Pull Pindi Kora to a Middle School.
Upgrade boys’ primary schools in Basti Hero, Head Mir Ahmad, Batte Wala, and Dera Shah Alam to Middle Schools.
Establish separate Middle Schools for girls in underserved villages and nearby settlements.
Healthcare Facilities
Establish a new Basic Health Unit (BHU) between Basti Sher Wali and Basti Hero.
Approve permanent government dispensaries in Basti Noon and Dera Shamsheria.
Clean Drinking Water
Install emergency water supply schemes and filtration plants in the affected areas of Union Councils 14 and 15, especially Basti Sher Wali and surrounding villages.

Final Appeal
For the future of our children, for the dignity of our daughters, for the health of our families, and for the constitutional rights guaranteed to every citizen of Pakistan, we urge the authorities to act immediately.

We appeal to all citizens, human rights organizations, journalists, social activists, philanthropists, and government institutions to support this cause and stand with the neglected people of Khushab.

Together, we can bring education, healthcare, and clean drinking water to thousands of deserving families.

Please support this petition and help us build a brighter, safer, and healthier future for our community.
